On the opening day of the Maharashtra Monsoon Session 2025, Maharashtra Deputy Chief Minister and Finance Minister Ajit Pawar on Monday presented supplementary demands totalling Rs 57,509.71 crore.

The proposed expenditure aims to boost key sectors including infrastructure development—such as roads, metro rail, and irrigation—along with provisions for the upcoming Simhastha Kumbh Mela, the Mahatma Jyotirao Phule Health Scheme, the Sanjay Gandhi Niradhar Grant Scheme, scholarships for backward class students, and welfare initiatives for economically and socially weaker sections.


Of the total demand, Rs 19,183.85 crore is marked as non-discretionary (obligatory) spending, while Rs 34,661.34 crore is program-based funding. An additional Rs 3,664.52 crore pertains to centrally sponsored schemes. However, the net financial impact of the demands is estimated at Rs 40,644.69 crore.



A significant portion—Rs 11,042.76 crore—will be disbursed as grants recommended by the 15th Finance Commission.

Among major allocations, Rs 3,228.38 crore has been earmarked for metro projects and stamp duty surcharge refunds to municipal corporations, councils, and Zilla Parishads. Additionally, Rs 2,182.69 crore has been provisioned as margin money loans from the National Cooperative Development Corporation (NCDC) to support the working capital requirements of cooperative sugar factories through the Government of Maharashtra.

The government has allocated Rs 1,000 cr for the planning and execution of the Simhastha Kumbh Mela.

Of the total supplementary demands, Rs 19,183.85 crore was for mandatory expenditures, Rs 34,661.34 crore for planned schemes, and Rs 3,664.52 crore for centrally-sponsored schemes.

Though the gross demand amounts to Rs 57,509.71 crore, the net financial impact on the state exchequer is Rs 40,644.69 crore, Ajit Pawar said.

The government has made a provision of Rs 2,182.69 crore as margin money loans to cooperative sugar factories under assistance from the National Cooperative Development Corporation (NCDC). 

The Maharashtra Monsoon Session 2025 is expected to witness extensive debates on these supplementary allocations, which reflect the state government's renewed focus on infrastructure expansion and welfare delivery.

Maharashtra Legislative Council chairman Ram Shinde on Monday announced a panel comprising four legislators who will preside over the Upper House of the state legislature in his absence.

"Idris Naikawadi of the NCP, Amit Gorkhe of the BJP, Krupal Tumane of Shiv Sena, and Dr Pradnya Satav of Congress have been nominated to the panel," Shinde told the legislative council on the first day of the monsoon session of the state legislature.

The panel members are empowered to conduct the proceedings of the legislative council in the chairman's absence.

Later, the Chairman read out a condolence message for renowned astrophysicist Dr Jayant Narlikar, who passed away recently.
