MCA joint secretary and treasurer final authority for any financial approval

All eight resolutions during an emergent meeting called by Mumbai Cricket Association (MCA) president Dr Vijay Patil on Thursday were passed with majority, severely curtailing the powers of MCA secretary Sanjay Naik. During the August 20 emergent meeting, which was adjourned, these eight resolutions were taken on record.


For the first time in the history of MCA’s administration, the resolutions were moved by the Apex Council members (earlier known as Managing Committee members). From now on, MCA joint secretary Shah Alam Shaikh and treasurer Jagdish Achrekar will be the final authority for any financial approval. Shaikh, though, has sought time to seek legal advice on the issue.


It is learnt that Naik may approach MCA’s ombudsman retired Justice V Tahilramani. The resolutions that were moved, claiming that the constitutional provisions were not being followed, were proposed and seconded by seven Apex Council members (Dr Unmesh Khanvilkar, Ajinkya Naik, Kiran Powar, Nadim Memon, Abhay Hadap, Kaushik Godbole and Gaurav Payyade) and treasurer Jagdish Achrekar. 


Eight resolutions

The resolutions were: To withdraw all contracts signed outside the Apex Council meeting; all contracts of coaches, selectors and support staff shall be prepared by the treasurer, vetted by the legal committee and passed by the Apex Council; powers to carry out routine recurring expenses valued at R5 lakh per month to be given to the secretaries and payment to be approved after Apex Council approval; violation of MCA constitution by secretary; to present correct minutes in Apex Council meetings; the Apex Council member shall be the head of various standing committees and CEO powers to be restored with executive secretary CS Naik.

The U-19 boot camp at Saphale did not come up as it has been cancelled. “All eight resolutions were passed with majority. A review committee of four members [MCA vice-president Amol Kale, Apex Council member Ajinkya Naik and Kaushik Godbole, and executive secretary CS Naik] has been formed to look into existing contract-related issues,” Achrekar said after the meeting. However, though all eight resolutions were passed with majority, it is learnt that the contracts of coaches, support staff and selectors won’t be touched.

‘Contracts won’t be tinkered’

“The contracts that are already awarded to coaches, selectors and support staff won’t be tinkered with. A review committee has been formed to look into the terms and conditions of these contracts. The aim is to have a uniform procedure to form all contracts for coaches, selectors and support staff,” a source said.
