However, given the statements of ICC CEO Haroon Lorgat on the issue in Mumbai yesterday, it is clear the Indian board is calling the shots here.

Lorgat's words on ICC's stance were a strong indicator that a solution on the issue will not be easy to find if the Indian board does not desire so.
"There is a resolution agreed upon by all the members of the ICC not to promote unauthorised cricket," Lorgat told the media when asked whether rulings like the Sindh High Court's decision to lift the domestic ban on Pakistani players would lead to the ICL players staking a claim to play for their country. Lorgat was speaking at an ICC function to announce a tie-up between the ICC and Yahoo India for the next three years.
The ICC CEO chose not to comment when asked about the progress of the talks between the BCCI and ICL and ICC's role as mediator. "It is a subject of ongoing work. So, I will reserve my comment," said Lorgat.
The ICC official also spoke in favour of the Umpires Referral System which is under trial at the moment. "It is a system to provide support to the on-field umpires," said Lorgat. Some of the players, including Sachin Tendulkar, have expressed reservations about the accuracy of the referral system.
"Earlier we had got 94 per cent accuracy with the referral system and now it has increased to 98 per cent. It will go to the ICC board in June where a final decision will be taken on it," said Lorgat.
