Sudam Choure, coordinator of Pune Police cyber cell, agreed that of the 450 cyber cafu00e9s in the city, barely five per cent maintain proper logs of their customers as they are required to. Sanjay Tungare who mans the cyber cell confirmed that this was the case.

Sheikh Syed, the owner of Bombay Market, a cyber cafu00e9 in Kondhwa, believed that the log system would not help, as there was no way to confirm if the documents customers display are genuine.

"The log system is not foolproof," he said. Agreed Kishore Chandavarkar, the treasurer of the Pune Central Cyber Cafu00e9 Association (PCCCA). "If a person shows us a duplicate driving licence, the RTO is to blame, not us," he said.

PCCCA member Pramod Visal said his own voting card had the wrong residential address. "How are we going to check such blunders on the part of the government... and why trouble us for that?" he asked.

Chandavarkar added that it was an additional burden on the owners to maintain the logbook, which costs around Rs 350, for three years as per the rules.

ACP (EOW & Cyber Crime) PD Deshmukh empathised with cyber cafu00e9 owners. "The cyber cell will soon meet the commissioner of police to arrive at a mutually beneficial solution for the police and the cafu00e9 owners," Deshmukh added.

But Rohas Nagpal, president of the city-based Asian school of Cyber Laws has a different take on the whole issue.

According to him, it is impossible to monitor e-mails. "Instead, the physical security of the country should be improved," he said.
