The 9th Jagran conclave was inaugurated by PM Narendra Modi. Speaking at the event, Modi stated that public participation is needed to strengthen democracy. The PM added that development needs to be made public movement.

“Everyone must feel he or she is working for India's progress. The first thing is to have faith in the people and their strengths. This becomes 'Lok Shakti,” he said while addressing the Jagran Forum in Delhi. He further stated that voting should not be limited only to democracy.

Invoking Mahatma Gandhi to highlight the importance of 'jan bhaagidari', Prime Minister Modi credited the Father of the Nation for bringing a big change in the process of the freedom struggle.
“Mahatma Gandhi transformed the freedom struggle into a 'Jan Andolan'. He turned a common man into a soldier of the freedom struggle,” he added.
Giving details about the schemes launched under his government, Modi informed that 52 lakh people have given up their LPG subsidy.
On Swachh Bharat Abhiyan, he said that the cleanliness drive has become a public movement.
Modi also praised journalism, stating that the field has made tremendous contribution towards freedom the movement. At the same time, he added that democracy faces the threat of 'Mantantra' and 'Moneytantra'.
He also spoke about small scale industries, revealing that they are providing jobs to 12-14 crore people. Modi also took the opportunity to express his concern over the repeated disruptions in the Parliament and said that the rights of the poor are being ignored with the Parliament not functioning.

Apart from Modi, the forum will see many esteemed political and intellectual leaders share the dais. The guest list includes former environment minister and Congress leader Jairam Ramesh, Chief Minister of Chhatisgarh Dr. Raman Singh, Uttarakhand CM Harish Rawat, Delhi CM Arvind Kejriwal and Jharkhand CM Raghuvar Das.

Road & Transport Minister Nitin Gadkari will then speak on 'Regional Hopes and National Perspective' followed by a session on 'Challenges of Indian Democracy', which will be moderated by columnist Swapan Dasgupta and his panel of speakers will include Madhya Pradesh CM Shivraj Singh Chauhan and UP CM Akhilesh Yadav.
A session of 'Religious and Cultural Concerns: Resolution Through Conversation' will see eminent Urdu poet and Sahitya Akademi Award winner Munawwar Rana, author, columnist and broadcaster Tarek Fatah, and contemporary Indian fiction writer Amish Tripathi. The forum will end with Home Minister Rajnath Singh's speech.
