Mumbai  is set to open up partially starting June 7. As per the state government’s announcement on Friday, the city and the suburbs were classified as Level 3, based on their TPR and oxygen bed occupancy.


As of June 3, Mumbai had 32.51 per cent oxygen bed occupancy and the weekly TPR was between May 28 to June 3 is 5.56 per cent.



The general guiding principle of unlocking for Level 3 is to minimise movement post 5 pm every day. Establishments will be open till 4 pm, so that people can reach their homes by 5 pm. Every Thursday, the public health department will declare oxygen beds occupation percentage and positivity rate, based on which, the new “unlock plan” will come into effect from the following Monday.


The state government clarified on Saturday that any restriction imposed by the BMC on the travel by local trains will hold for the entire MMR. Though, according to the new guidelines, women are allowed to travel in local trains for Level 3 districts, the BMC in its circular mentioned that women passengers would not be allowed as of now.

What BMC is allowing from June 7

>> All shops dealing with essential items will be open till 4 pm on all days.
>> All shops dealing with non-essential items will be open till 4 pm on weekdays and closed on Saturday and Sunday. 
>> Malls, theatres, multiplexes will be closed and restaurants will allowed to open with 50 per cent capacity for dining till 4 pm only on weekdays. Afterwards, takeaway and home delivery will be allowed.
>> Local trains are not open to the general public and will be restricted for those in essential services.
>>  Public places, open grounds will be open from 5 am to 9 am.
>> All government, private offices will be open till 4 pm on working days with 50 per cent attendance.
>> Outdoor sports activity will be allowed from 5 am to 9 am and 6 pm to 9 pm.
>> The shooting of movies will be allowed in a bio bubble.
>> Social, cultural events can be arranged with 50 per cent capacity till 4 pm only on weekdays.
>> Marriage functions are allowed with 50 people.
>> Construction activities allowed with staying facility at site, or labour must leave by 4 pm.
>> E-commerce services allowed for non-essential items too.
>> More than five people cannot gather together and nobody can wander outside without a valid reason after 5 pm.
>> Gym, salon, beauty and wellness centres without air-conditioning, can open at 50 per capacity with prior appointment till 4 pm.
>> Inter-district travel will not require an e-pass.
