The Ministry of Railways on Tuesday said the RPF constable accused in the Jaipur-Mumbai train shooting was found to have no mental health ailment in the last periodic medical examination.

If Chetan Kumar Singh was undergoing treatment for any mental ailment, he kept it a secret, the ministry added.

Around 5.23 am on Monday, Singh, on duty, allegedly shot dead his senior colleague ASI Tika Ram Meena and three passengers with his service rifle (AK-47), aboard the running train, near Palghar railway station.

The ministry issued a clarification after media reports claimed that the 33-year-old Railway Protection Force (RPF) constable suffered from “abnormal hallucinations” and was diagnosed with serious anxiety disorder. “In this regard, it is stated that there is a system of Periodical Medical Examination (PME) of RPF constables, and in the last PME, no such medical ailment/ condition was detected. “The treatment for the present medical ailment would have been taken on his personal level by Chetan Singh, and is not in his official records. He and his family have kept it a secret. The matter is under investigation with Government Railway Police, Borivli,” it stated.

Singh was apprehended by officers and staff of RPF Post, Bhayandar, and handed over to the local police in Borivli after the shooting.

A high-level committee headed by an additional director general of the RPF has been constituted to conduct a comprehensive inquiry into the incident.
