The charge sheet filed by the Borivli Government Railway Police (GRP) reveals that Chetan Singh Chaudhary, a dismissed Railway Protection Force (RPF) constable, meticulously planned and carried out the cold-blooded killing of four individuals on a moving train on July 31. The 1,206-page charge sheet includes statements from 150 witnesses, including passengers of the Jaipur-Mumbai Central Superfast Express.


GRP officers have recorded statements from three witnesses before the Borivli magistrate under Section 164 of the Code of Criminal Procedure. Chaudhary has been booked under various sections of the Indian Penal Code (IPC), including murder (302) and promoting enmity between different groups (153-A) as well as relevant provisions of the Railways Act and the Maharashtra Prevention of Defacement of Property Act.



Aside from eyewitness testimonies, the police possess crucial CCTV recordings from the train compartments where Chaudhary moved. Additionally, passengers captured videos showing Chaudhary standing in a pool of blood, delivering a chilling speech.


A GRP officer stated, “Only a person who has killed has the courage to stand in a pool of his victim’s blood and give a speech.”

The GRP officers requested that Chaudhary appear in court via video-conferencing due to safety concerns.

Chaudhary is currently in judicial custody in a prison in Akola district.

Chaudhary’s lawyers, Surendra Landage and Jaywant Patil, insisted that he be present during the process and requested the court to issue a production warrant. The court has adjourned the matter until November 2.

The incident

Chaudhary used an automatic weapon to shoot and kill his superior, Assistant Sub-Inspector Tikaram Meena, and passengers in the pantry car and B5 and S6 coaches near Palghar station. He was ultimately apprehended with his weapon while attempting to flee after passengers pulled the emergency brake, bringing the train to a halt near Mira Road station on the Mumbai suburban network.

The chargesheet contains substantial evidence that could lead to Chaudhary's conviction. While the accused's mental condition was reported to be normal, it is believed that the crime was committed out of anger and as part of a meticulously planned conspiracy.
