He has not been convicted of a sexual offence yet but is subject to an interim “sexual risk order” since he is thought to be unsafe for the public.


For the ruling to be applied, North Yorkshire police had to persuade a court that he is a threat to the public even though he has not committed an offence.

He also has to tell the police with whom he plans to have a relationship or one-night stand with.

Sexual risk orders can be made by a court on an individual “who has done an act of a sexual nature and who, as a result, poses a risk of harm to the public in the UK or children or vulnerable adults abroad.”

It says that “the individual does not need to have committed a relevant (or any offence)” for the order to be imposed. A full sexual risk order lasts for a minimum of two years, and breaching one can lead to a prison sentence of up to five years, despite no initial sexual offence conviction.

The man’s use of the internet is also under controls which means he must tell police about every phone that he uses to text, call or access the web with.
