Landslide defeat awaits Mahayuti govt in Maharashtra Assembly polls: Congress

The Congress on Monday slammed the Mahayuti government on Monday, September 30, for "bringing about Maharashtra's financial ruin". The party further stated that the "incoming" Maharashtra Vikas Aghadi (MVA) government will restore the state's economic growth story, delivering on both existing subsidies and other commitments, news agency PTI reported. Congress general secretary in-charge communications Jairam Ramesh cited Union minister Nitin Gadkari's remarks to hit out at the Maharashtra government. Gadkari had said the 'Ladki Bahin' scheme could affect the timely payment of subsidies in other sectors.  "After the landslide defeats faced by Mahayuti candidates across Maharashtra in the Lok Sabha elections, the khokhe sarkaar's strategists came up with the Ladki Bahin Yojana to salvage their fortunes. It was a purely political ploy, introduced without any forethought or concern for the finances of the state," Ramesh said in a post on X. He claimed that owing to an "emergency fund shortage", the aid for the families of farmers who died by suicide was cancelled and restored only after pressure from the opposition. 400 contractors of PWD not paid salaries for 15 months: Jairam Ramesh Ramesh further alleged that more than 400 contractors of the public works department (PWD) have not been paid for 15 months. "Maharashtra's fiscal deficit has crossed Rs 1 lakh crore, and the total debt burden has crossed Rs 7 lakh crore. This is almost 20 per cent of the state GDP (gross domestic product), and the second-highest in India. Maharashtra's GDP growth has slowed to just over 5 per cent this year owing to the ruinous spending and mismanagement of funds. Meanwhile, Telangana is growing at 13 per cent, and Karnataka and Himachal at 10 per cent," he claimed, adding, "The Mahayuti is a government of horse-trading and back-room politics. It does not have public legitimacy, nor does it have the ability to govern. It is a political alliance built on the shared interest of looting from the state's exchequer." Ramesh said the Mahayuti government has overseen a decade where the once nation-leading state of Maharashtra has fallen behind other top-performing states. "A landslide defeat awaits the Mahayuti. The incoming MVA sarkar will restore Maharashtra's economic growth story, rescue it from fiscal mismanagement, and deliver on both existing subsidies and other commitments to Maharashtra's families," he said. Denial of timely justice can be disastrous to rule of law in long term: SC

Denial of speedy and timely justice can be "disastrous" to the rule of law in the long term, the Supreme Court said on Monday, stressing courts should nip in the bud any attempt to delay proceedings without any valid justification. The apex court observed that the administration of justice feeds on the faith of the citizenry and nothing should be done to even remotely shake that faith and confidence. A bench of Justices B R Gavai and K V Viswanathan said the victim, the accused and the society at large have a legitimate expectation that justice will be available to the parties within a reasonable time. "It is beyond cavil that speedy and timely justice is an important facet of rule of law. Denial of speedy and timely justice can be disastrous to rule of law in the long term," the bench said. "Even if the parties involved in a case themselves, with no valid justification attempt to delay the proceedings, the courts need to be vigilant and nip any such attempt in the bud instantly," the top court said. It set aside an April 2021 order of the Madurai Bench of the Madras High Court which had ordered further investigation in a case in which an FIR was registered in March 2013. The bench observed that legal profession has an important role to play in the process and any proceeding or application which prima facie lacks merit should not be instituted in a court. "We are constrained to observe this because of late we notice that pleadings/petitions with outrageous and ex facie unbelievable averments are made with no inhibition whatsoever. This is especially so in some family law proceedings, both civil and criminal," it said. It said that reading some of the averments made "we are left to wonder whether at all the deponents were conscious of what has been written purportedly on their behalf, before appending their signatures". The bench said these "misadventures" directly impinge on the rule of law, because they add to the pendency and the consequential delay in the disposal of other cases which are crying for justice. "It is time that such frivolous and vexatious proceedings are met with due sanctions in the form of exemplary costs to dissuade parties from resorting to such tactics," the bench said. Dealing with the case, the bench noted the high court had, by a "cryptic order" and long after final arguments were concluded in October 2019 in the trial court, ordered further investigation in the matter. An FIR was registered in March 2013 on a complaint regarding alleged murder of a person, the apex court noted, adding that a final report was filed in the case. The top court observed that further investigation cannot be permitted to do a "fishing and roving enquiry" when the police had already filed a charge sheet and the very applicant for further probe has not whispered anything new in the evidence as was sought to be averred in the application seeking further probe. It said there must be some reasonable basis which should trigger the application for further investigation so that the court was able to arrive at a satisfaction that ends of justice require ordering further investigation. The bench noted the application for further investigation was filed in January 2020 while the charge sheet was filed as early as in July 2013. It noted that before the trial court and the high court, the state had opposed the prayer for further investigation contending that probe was done properly and charge sheet was duly filed arraigning all the allegedly involved individuals. "It is only in this court that the state has vehemently defended the order. A counter affidavit was filed by the state in this court in September 2024 without offering any tenable justification for the need for further investigation," the bench said. "While it is true that delay in trial will cede to the pursuit of truth, a distinction should be made between cases where there exist genuine grounds to hold up the proceedings and cases where such grounds do not exist. This case is a classic example of the latter category," it said. The bench observed that all the stakeholders in the process have contributed to the delay and in spite of 11 years having elapsed after the incident, the trial has still not concluded. "No doubt, the high court allowed the further investigation which we have today reversed. The judgment of the high court also gave no valid justification for ordering a further investigation," it said. While allowing the appeal, the bench directed that the additional charge sheet dated December 2, 2021 will not be taken on record. "We direct that after hearing arguments of parties afresh, the trial should be concluded and judgment pronounced within eight weeks from today," it said. CM Atishi, ministers inspect roads to ensure 'Pothole-free Delhi'

Delhi cabinet ministers led by Chief Minister Atishi hit the ground running on Monday morning, inspecting and identifying damaged roads across the city to ensure a pothole-free national capital by Diwali. In an official statement, Atishi said she has taken the responsibility of south and south-east Delhi. Saurabh Bharadwaj has taken the responsibility of east Delhi, Gopal Rai has taken north-east Delhi, Kailash Gahlot has taken west and south-west Delhi, Imran Hussain has taken central and New Delhi and Mukesh Ahlawat have taken the responsibility of north and north-west Delhi. Atishi, accompanied by Public Works Department (PWD) engineers, visited different areas in south and southeast Delhi. In a post on X, the chief minister said she found roads at NSIC Okhla, Modi Mill flyover, Chirag Dilli, Tughalakabad, Mathura Road, Ashram Chowk and its underpass in a dilapidated condition. People have to face problems because of potholes on these roads, she said. The chief minister directed the officials to start the repair work on a war footing and said "Under the guidance of Arvind Kejriwal, it is our endeavour that all Delhiites get pothole-free roads by Diwali". BSES laid the line in front of NSIC Metro Station, but the road was not repaired after that. Here people not only face problems due to broken roads but there is also a traffic jam. In this way, every inch of the road will be inspected. All the roads will be built within the next three to four weeks, Atishi said. Bharadwaj and former deputy chief minister Manish Sisodia inspected roads in east Delhi. Sisodia, in a post on X, alleged that the BJP sent him and former chief minister Arvind Kejriwal to jail in fake cases to stall the work being done by the AAP government for the people of Delhi. Because of this, the condition of roads has worsened, he said. Sisodia said that now that Kejriwal is back, all the pending work will be finished quickly. He has asked the CM and all ministers to urgently improve the condition of the roads in the national capital. Delhi's roads will soon get better since Kejriwal has taken charge of it. Ministers Gopal Rai, Kailash Gahlot, Imran Hussain and Mukesh Ahlawat also inspected roads. Rai inspected roads in northeast Delhi, Gahlot in west and southwest Delhi, Hussain in New Delhi and central Delhi and Ahlawat in north and northwest Delhi. "Today I inspected the roads of Noor-e-Ilahi and Yamuna Vihar in northeast Delhi. Dust pollution occurs first after the rain. Therefore, our effort is to control it. Apart from this, the anti-dust campaign is starting from October 7. Under this, we are forming about 523 teams to go to the field," Gopal Rai said. After the inspection, Gahlot posted on X that this morning, along with senior officials of PWD, he inspected the main roads of Najafgarh, Bahadurgarh Road and Dhasan Road. Due to the prolonged monsoon, the condition of roads is not good and people are facing problems due to potholes at many places, he said. During the inspection, instructions were given to the officers that all necessary repairs on the road should be done as soon as possible so that people do not face inconvenience in commuting, he mentioned in the post. During the inspection, Gahlot found that the PWD drains were broken and due to lack of cleaning, there was water-logging around them. The roads were damaged due to continuous water accumulation. The minister directed the officials to immediately repair and clean the drains, as well as start road repair work immediately, the statement said. Ahlawat said he inspected the road located in Sultanpur Majra Assembly constituency around 10 am and instructed the PWD officials to get the road repaired as soon as possible. "Wherever there is a problem, those roads will be repaired. The roads which need to be rebuilt will be rebuilt, those which need repair will be repaired and the roads which have potholes will be filled. Rohtak Road has suffered a lot of damage due to rain and the drains have also broken. Therefore, the water will be removed first from there by installing a pump, after that it will be repaired," Ahlawat said. AAP senior leader Jasmine Shah, who accompanied Ahlawat, said that the PWD officials have been directed to install round-the-clock pumping so that water doesn't get collected, and urgent repair work on the road is initiated. "Through the combined efforts of ministers, MLAs and PWD officials, we shall ensure Delhi becomes pothole-free before Diwali,” he shared. Similarly, Hussain stated that he and party MLA Durgesh Pathak have inspected the PWD roads in Paharganj and Motiya Khan and instructed the present officers to repair them as soon as possible. The party through its official X handle said that the campaign to repair broken roads in Delhi started on a war footing. On Sunday, Atishi held a meeting to review the condition of roads in the city and said that all ministers would inspect roads in designated areas for a week to identify those in need of repair. Registration counters at Katra station for Vaishno Devi pilgrims from Tuesday

With the Navratri festival approaching, the Shri Mata Vaishno Devi Shrine Board (SMVDSB) will start registration counters at the railway station in Katra for the ease of pilgrims in the wake of the expected influx to the cave shrine during the period. The board reviewed various arrangements in the run-up to the Navratras beginning from October 3 and called for enhanced focus on heightened security and operational readiness ahead of the 9-day festival. "This year, we have taken additional initiatives. We are launching registration counters at Katra railway station, which will start functioning from tomorrow," Chief Executive Officer (CEO) Anshul Garg told reporters. He said that eight dedicated counters have been set up at the station, which will start registration of devotees from 5 am. "With this, the number of registration counters has gone up to 47 from 39. The devotees can register themselves at 47 places. All facilities have been put in places at registration counters", he said. Highlighting specific measures, Garg said new RFID cards have been introduced for enhanced security and mandatory registration for all pilgrims. "New card will be introduced from tomorrow morning", he said. Garg presided over a crucial meeting at Katra where extensive discussions were held on preparations in collaboration with security agencies and local authorities. The meeting focused on enhancing security and operational readiness ahead of the Navratra festival from October 3 to 12. Addressing concerns related to crowd management, fire safety, and disaster preparedness, the CEO underscored the necessity for synchronised efforts to manage the anticipated influx of pilgrims. Recent directives from Manoj Sinha, Chairman of SMVDSB and Lieutenant Governor of Jammu and Kashmir, reinforced the importance of meticulous planning and cooperation among all stakeholders. The stringent frisking procedures and enhanced surveillance through drones and CCTV cameras will be implemented to ensure real-time monitoring of the pilgrimage route and shrine area, the CEO said. "The deployment of additional security forces and quick response teams further fortifies the multi-tier security grid designed to safeguard devotees", he added. "We are committed to providing a safe and comfortable experience for all pilgrims," Garg said and stressed the Board's focus on maintaining cleanliness, adequate water supply and improved lighting along the pilgrimage route. Plans are also underway to address traffic congestion issues caused by unauthorised parking with a special enforcement drive, he said. "With meticulous planning and collaborative efforts, SMVDSB aims to uphold the sanctity of the pilgrimage while ensuring the safety and well-being of every devotee during the upcoming Navratra festivities", he added. HP: Mortal remains of 4 more victims recovered 56 years after IAF plane crash

More than 56 years after an ill-fated AN-12 aircraft of the Indian Air Force crashed over the Rohtang Pass in Himachal Pradesh, the mortal remains of four more victims were recovered, marking a significant success in one of India's longest-running search operations. Army officials said the mortal remains were found by a joint team comprising personnel from the Dogra Scouts of the Indian Army and Tiranga Mountain Rescue. The twin-engine turboprop transport aircraft, carrying 102 people, had gone missing on February 7, 1968 while flying from Chandigarh to Leh. "In an extraordinary development, the ongoing search and rescue mission to recover the remains of personnel from the AN-12 aircraft, which crashed on Rohtang Pass in 1968, has achieved significant breakthroughs," said an official. For decades, the wreckage and remains of the victims remained lost in the icy terrain. It was only in 2003 when mountaineers from the Atal Bihari Vajpayee Institute of Mountaineering discovered the wreckage, sparking multiple expeditions over the years by the Indian Army, especially the Dogra Scouts. The Dogra Scouts have been at the forefront of search missions in 2005, 2006, 2013, and 2019. Only five bodies of the victims were recovered by 2019 in view of the treacherous conditions and unforgiving terrain of the crash site, according to officials. The Chandra Bhaga Mountain Expedition has now recovered four more bodies, bringing renewed hope to the families of the deceased and the nation, they said. The three out of four mortal remains are of Malkhan Singh, Sepoy Narayan Singh and Craftsman Thomas Charan, the officials said. The documents recovered from the remaining body have not conclusively identified the individual. However, the details of the next of kin were found, the officials said. Charan hailed from Elanthoor, Pathanamthitta district in Kerala. His next of kin, his mother Eleama, has been informed of the recovery, they said. Malkhan Singh's identity was confirmed with the help of documents obtained from official records. Sepoy Singh, who worked in the Army Medical Corps, was identified through official documents. Haryana polls: BJP intends to snatch away pensions from Agniveers, says Rahul

Lok Sabha Leader of Opposition (LoP) Rahul Gandhi on Monday attacked the Central Government over the Agnipath scheme in Haryana and said that Agniveers "should not be in misconception" as the government "intends" to "snatch away their pensions", reported news agency ANI."A Jawan will be entitled to pension for his entire life. But those with the Agniveer tag will not get pension, which means money has been snatched from them and gone to (entrepreneur Gautam) Adani's pocket. The Agniveer scheme has been rolled out to help Adani. We will also give Rs 2,000 to every poor woman. We will work towards giving jobs to two lakh youths in Haryana Government and these jobs will be given to people from every caste and section of society equally. We will also do a Caste Census in the state," Gandhi said.The LoP said that the fight is between the Congress and Bharatiya Janata Party (BJP) in the Haryana polls."In this elections, the fight is between Congress and BJP. Vote for the Congress party and make us win the elections," he added.The Haryana polls will be held on October 5, while the counting of the seats for the 90-member state legislative assembly is set to take place three days later.In the 2019 elections, BJP emerged as the single-largest party, securing 40 seats, while Congress won 30. A bullion trader was allegedly duped of 2.1 kgs of gold after unidentified con men handed over counterfeit currency featuring the face of noted actor Anupam Kher in Gujarat. The Ahmedabad police has launched investigations into the matter after receiving a complaint, an official said, reported the PTI. According to the PTI, the transaction at the end has left a local bullion trader identified as Mehul Thakkar high and dry and duped of 2.1 kgs of gold. Mehul Thakkar filed a complaint with the Navrangpura police station and narrated the entire incident to the police, detailing how he was tricked into accepting 26 bundles of counterfeit Rs 500 notes. The fake currency, which bore the misspelled label "Resole Bank of India," was presented to his staff in exchange for 2.1 kgs of gold on September 24, as per the PTI. An official said that the saga began when Mehul Thakkar, a gold dealer with a penchant for shiny things, received a call from one Prashant Patel, the manager of a jewellery shop whom the bullion trader knew, the news agency reported on Monday. Patel was eager to buy 2.1 kgs of gold, and after some haggling, they settled on a price of Rs 1.60 crore. When they arrived, they were greeted not by the glamorous world of gold trade but by three "gentlemen" who handed over bundles of what they claimed were Rs 500 notes, the official said, the PTI reported. The unsuspecting staff was told to count the 'money' using a machine provided by the trio. Two of them then went out with the gold biscuits on the pretext of fetching the remaining Rs 30 lakh from a neighbouring office, while a third one stayed on. When the staff sent by Thakkar noticed the currency notes were fake after taking them out from plastic wrap for counting, they questioned the third person, who told them he was there just to deliver the counting machine for 'angadia pedhi', the complainant told the police. It also later came to light that the angadia office was opened by the accused persons two days before the incident, as per the complaint. An FIR has since been filed against the two unidentified suspects, and police have launched an investigation to track down the culprits behind this unusual con. (with PTI inputs)

Madhya Pradesh CM to reward cop who saved BJP MLA's life

Madhya Pradesh CM Mohan Yadav has promised to reward the Personal Security Officer (PSO) of BJP MLA Madhu Verma who gave Cardiopulmonary Resuscitation (CPR) to him while he suffered a heart attack, PSO Arun Singh Bhadoria confirmed to ANI. According to ANI, Bhartiya Janata Party (BJP) MLA Madhu Verma from Indore's Rau assembly constituency suffered a heart attack on September 24. Following which PSO Bhadoria without any delay gave him CPR and took him to the hospital. Currently MLA Verma has undergone surgery and is in a stable condition, CM Mohan Yadav called on Verma at the hospital in the district last Saturday, Septmber 28 and when he came to know about PSO deeds, he patted his shoulder and spoke about giving him a reward, ANI reported. PSO Arun Singh Bhadoria told ANI, "Around 10 am on September 24, Madhu Verma was interacting with people at his house, during the moment he suffered a silent attack as a result of which he fainted while speaking. I was standing there and I immediately put him in the back seat of the vehicle and started giving him CPR in the car. I continued it till we reached the hospital." Upon arrival at the hospital, the doctors took care of Verma and began the treatment. The MLA underwent surgery and is in stable health condition, Bhadoria said to ANI. "Meanwhile, CM Mohan Yadav also came to meet MLA Verma on Saturday. Upon getting information about the CPR activity, he patted on my shoulder and spoke about giving me a reward and promotion. I express my gratitude to CM Yadav who appreciated me and patted my shoulder," the PSO said. He further claimed that he learned to give CPR during the police training. Doctors gave lectures in the training center, and CPR was taught as part of it, ANI reported.   (With Inputs from ANI)

Grant admission to student who couldn't pay Rs 17.5K-acceptance fee: SC to IIT

The Supreme Court (SC) on Monday came to the rescue of a Dalit youth who had lost his seat in the Indian Institute of Technology (IIT)-Dhanbad after missing the deadline to deposit the acceptance fee and asked the authorities to admit the 18-year-old student to the BTech course, news agency PTI reported. "We cannot allow such a young talented boy to go away. He cannot be left in lurch," stated the SC bench, comprising Chief Justice DY Chandrachud and Justices JB Pardiwala and Manoj Misra. According to PTI, the top court used its extraordinary powers under Article 142 of the Constitution while directing IIT-Dhanbad to admit the student, Atul Kumar, into its Electrical Engineering BTech course. Article 142 of the Constitution empowers the top court to pass any order in the interest of justice. "We are of the view that a talented student like the petitioner who belongs to a marginalised group who did all to secure admission should not be left out... we direct that candidate is granted admission to IIT-Dhanbad and let him be in the same batch to which he would have been granted admission if the fees would have been paid," the bench said in the order. The 18-year-old is the son of a daily wager and hails from a below poverty line (BPL) family, which resides at Titora village in Muzaffarnagar district of Uttar Pradesh. Kumar's parents failed to deposit Rs 17,500 as the acceptance fee by June 24, which was the deadline for paying the amount for blocking the seat, PTI reported.  They approached the National Commission for Scheduled Castes, Jharkhand Legal Services Authority and the Madras High Court to save Kumar's hard-earned seat. However, the National Commission for Scheduled Castes expressed its inability to help him. As Kumar had taken the Joint Entrance Examination (JEE) at a centre in Jharkhand, he moved the Jharkhand State Legal Services Authority which suggested him to approach the Madras High Court (HC) as it was IIT-Madras that had conducted the exam, PTI stated. India starts anti-dumping probe on few steel imports from China

India has begun an anti-dumping investigation into imports of Cold Rolled Non-Oriented Electrical Steel that was either originated or exported from China, a notification from the central government said, ANI reported. POSCO Maharashtra Steel Pvt.Ltd. and CSCI Steel Corporation India Pvt. Ltd. submitted an application to the designated authority on behalf of the local industry, according to the Directorate General of Foreign Trade. According to the official announcement, the applicants stated that they are inflicting "material injury to the domestic industry" by importing the said commodity at dumping prices from China. The applicants have also claimed that there is future threat of material injury to the domestic industry due to the dumped imports and have asked for imposition of anti-dumping duty on similar imports from China, ANI reported. The applicants have also requested the application of anti-dumping duties on similar imports from China on the grounds that the dumped imports pose a future threat of material injury to the domestic industry, ANI reported. Anti-dumping duties, in other words, are taxes levied on imported goods to make up the difference between their export price and their normal value in cases when dumping harms domestic producers of competing products. The product under investigation is  "Cold Rolled Non-Oriented Electrical Steel" (CRNO). It comprises silicon-electrical steel cold-rolled flat products, regardless of thickness and width, and whether or not they are coiled. These items are widely utilized as iron core materials for rotating machines, which range in size from small precision electric motors to big power generators. These machines are employed in many different applications, such as industrial motors, large generators, and domestic appliances. "The applicants have claimed that the subject goods, which have been alleged to be dumped in India, are identical to the goods produced by the domestic industry. There are no known differences in the technical specifications, quality, functions and end use of the two products. The Authority notes that the two are prima facie technically and commercially substitutable. Therefore, for the purpose of the present investigation, the subject goods produced by the applicants in India are being treated as 'like article' to the subject goods being imported from the subject country," read the official notification, as cited by ANI. The parties who filed the application before the Indian authority are asked to give their comments, if any, within 15 days of date of initiation of this investigation, ANI reported.   (With inputs from ANI)

Two arrested in Guwahati over interstate cyber fraud

In an action against cybercrime, Punjab police along with Assam Police launched a joint operation arresting two people from Guwahati and recovered Rs 5.25 crore, ATM cards and mobile phones, ANI reported. Punjab Police Director General of Police, Gaurav Yadav said on X, "Commendable work by Ludhiana Police in cracking an inter-state cyber fraud gang. Two persons have been arrested from Guwahati, with the help of Assam police, and seven more persons have been nominated. A recovery of Rs 5.25 crore, along with ATM cards and mobile phones, marks the largest-ever recovery in India as per I4C data." In his speech, Shah emphasized that India for Cyberspace (I4C) was founded in 2015 as part of the 'Safe Cyber Space' campaign, which was started by PM Modi. Since then, I4C has been steadily advancing to become a solid foundation for a cyber-secured India, as cited by ANI. Amit Shah claimed that the development of any country was impossible without cyber security.  He claimed that technology is a boon to humankind and it is currently widely employed in all new endeavors. According to him, there are more risks associated with increase in usage of technology, which is why cyber security is becoming a crucial component of national security rather than only being relevant in the digital sphere.
