GRAP-III restrictions in Delhi as air quality remains 'severe' for 3rd day

Delhi woke up to GRAP Stage III restrictions on Friday, as the city's air quality remained in the "severe" category for the third consecutive day, prompting strict measures to curb pollution levels, reported news agency PTI. According to the Sameer aap, the Air Quality Index at 9 am was recorded in the 'severe' category (400 to 500), with a reading of 411, reported PTI. The CAQM imposed GRAP Stage III as the national capital recorded the worst pollution levels in the country, with the air quality remaining in the "severe" category for two consecutive days. Prior to entering the "severe" category, Delhi's air quality had been in the "very poor" range for 14 consecutive days. It directed the authorities in Delhi-NCR to invoke curbs under stage III of the anti-pollution plan with immediate effect. The GRAP for Delhi-NCR is divided into four stages of air quality, Stage 1 for "poor" Air Quality Index (AQI) ranging between 201 and 300, Stage 2 for "very poor" AQI of 301-400, Stage 3 for "severe" AQI of 401-450 and Stage 4 for "severe plus" AQI more than 450. Curbs under Stage III include a ban on non-essential construction and demolition, closure of stone crushers and mining activities in Delhi-National Capital Region (NCR). Under the Stage-IV restrictions of GRAP, all inter-state buses from NCR states, except electric vehicles, CNG vehicles and BS-VI diesel buses, will be prohibited from entering Delhi, alongside a stringent ban on construction and demolition activities, suspension of mining-related activities, consideration of shifting to online classes for students up to Class V and daily water sprinkling on major roads, reported PTI. Meanwhile, out of 39 monitoring stations in Delhi, a total of 27 stations recorded air quality in the 'severe' category, with readings above 400. These stations include Alipur, Anand Vihar, Ashok Vihar, Aya Nagar, Bawana, CRRI Mathura Road, IGI Airport, ITO, Jahangirpuri, Mandir Marg, Mundka, Najafgarh, Nehru Nagar, North Campus, Okhla Phase 2, Patparganj, Punjabi Bagh, Pusa, RK Puram, Rohini, and several others. The city recorded its lowest minimum temperature (night time temperature) of the season at 15.6 degree Celsius, 2.6 notches above normal, according to the weather department. The night time temperature on Thursday was recorded at 16.1°C, the second highest of the season so far. A thick veil of fog blanketed the city, reducing visibility at Safdarjung to 400 meters at 7 am on Friday. Humidity was recorded at 98 per cent at 8:30 am. The weather department has forecast very dense fog for the day, with the maximum temperature expected to settle at 29 degrees Celsius. Maharashtra Elections: ‘Batoge toh katoge’ is a reminder of past, says Fadnavis

In poll-bound Maharashtra, Deputy Chief Minister Devendra Fadnavis has strongly criticised the Maha Vikas Aghadi (MVA) alliance for allegedly agreeing to demands made by the Ulema Council, a Muslim clerical body, reported the ANI.  Fadnavis revealed that the MVA had reportedly accepted 17 demands from the Ulema Council through a formal letter. He particularly highlighted one demand that called for the dismissal of all cases against the Muslim community related to riots from 2012 to 2024. "The Ulema Council declared support to them, and they put forward 17 demands. They (MVA) have given a formal letter that says we accept these 17 demands. I have no objection if someone puts forward any demands; I just question which of these demands are acceptable. I will tell you one demand," he said. "One demand is: all cases against the Muslim community in riots from 2012 to 2024 should be dismissed and taken back. I want to ask, what kind of politics is this?"  Fadnavis questioned the ethics of such political manoeuvring, stating, "If any party wants to fight elections by taking along such rioters, and we remain divided (Batenge), we will be culled (Katenge)," he added. The Deputy CM emphasised the BJP's stance on religious unity, referencing a slogan by Uttar Pradesh CM Yogi Adityanath. Fadnavis asserted, "When Yogi says, 'Batenge tho Katenge,' he is reminding us of history. This land belongs to our ancestors, like Chhatrapati Shivaji Maharaj, not to Razakars." Describing the situation as a "Dharma Yudh" (righteous battle), Fadnavis stressed the importance of resisting falsehood and maintaining national unity. He said, "Our Dharma Yudh is based on the principle of 'Yato Dharmastato Jayah'--where there is truth, there is victory." In the context of MVA's alleged alignment with groups like Ulema Council, Fadnavis said, "If in 1920 Congress had not given in to the demand to sing only half of Vande Mataram, the seed of division would not have been sown then."  He drew parallels with historical events, suggesting that such concessions to communal demands have contributed to divisions in the past and added, "This is why we need a 'Dharm Yudh'--a righteous battle." Fadnavis accused the MVA of exploiting caste and religious divisions for political gain. He warned that Congress's policies could potentially impact reservations for SC/ST groups and divide the OBC community. Regarding the potential Chief Minister if the Mahayuti alliance comes to power, Fadnavis stated, "There is no plan, no date. We are sure, we will form our government. As soon as the results come, all three parties will sit together and decide who will be made the CM...I am not in this process. PM Modi paying 'lip service' to Adivasis' cause, govt denying them justice: Cong

The Congress on Friday accused the Centre of going "full throttle" on attempts to deny Adivasis justice and said the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) was a "full mockery" of the Forest Rights Act, illustrating the government's hypocrisy, reported news agency PTI. The Opposition party also claimed that DAJGUA, in "typical Manuvadi fashion", only sees these communities as forest-dwelling 'vanvasis' who are 'labhaartis' (beneficiaries), rather than political and economic actors in their own right. Congress general secretary in-charge communications Jairam Ramesh said today is the 150th birth anniversary of 'Dharti Aaba Bhagwan Birsa Munda', one of the greatest sons of India and a fierce advocate of self-governance and social justice. "The non-biological PM is in Jamui, Bihar paying lip service to the cause of the Adivasis on this occasion, even as his Government goes full throttle on attempts to deny Adivasis justice," Ramesh alleged in a statement, reported PTI. "The Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) - named after Bhagwan Birsa Munda, but a full mockery of the Forest Rights Act- illustrates this hypocrisy," he said, reported PTI. Ramesh said the Forest Rights Act (FRA 2006) passed by the Manmohan Singh's government was a revolutionary law and it transferred power and authority over forests from the forest department to the gram sabha, reported PTI. In another departure from precedent, the Ministry of Tribal Affairs was empowered as the nodal authority to implement the law, he pointed out. The FRA empowered the Adivasi community and gram sabhas to govern and manage forests as a major reform to ensure democratic governance of forests, Ramesh said. "After the revolution, however, came Narendra Modi's counter-revolution DAJGUA fundamentally undoes this historic law and the democratic reform in forest governance," he claimed. Ramesh said it dilutes the authority of Ministry of Tribal Affairs by giving authority to the Ministry of Environment, Forests, and Climate Change in the implementation of FRA. Rather than empower the FRA's statutory bodies - namely the gram sabha, the sub-divisional committee, the district level committee, and the state level monitoring committee - DAJGUA has created a vast parallel institutional mechanism of FRA cells at the district and sub-divisional levels and arming them with large funds and contractual staff, he pointed out. They are directly under the centralised bureaucratic control of Ministry of Tribal Affairs and State Tribal Welfare Departments, and lack accountability to the FRA's statutory bodies. DAJGUA empanels and engages technical agencies/domain experts /corporate NGOs for the FRA implementation and CFR management activities of the gram sabhas by the State Tribal Welfare Departments, he said. Ramesh argued that these FRA cells are to take over what the FRA statutory bodies are required to do by law, leaving these statutory bodies to be appendages to these FRA Cells, nominal bodies reduced to carrying out the biddings of these FRA cells, he said. "This has been done without attention to the economic and social sensitivities involved, even as a massive budget has been allocated for this (Rs. 1 lakh for the technical agencies for each CFR). For example, in Madhya Pradesh, the BJP government engaged the Maharashtra Knowledge Company Limited (MKCL) to create the VanMiTRA app, which made the transparent process of submitting FRA claims into an obscure, online process that technical operators took charge of," he said. Three lakh claims were rejected as a result, he added. Adivasi groups are justifiably worried about the same happening at a large scale due to the engagement of such tech agencies, Ramesh said. The forest department has now been allowed to be a part of the gram sabha's own committee for management of community forest resources, a direct violation of the FRA, Ramesh said. "The FRA was enacted for empowering Adivasi and forest-dwelling communities to govern and manage their resources. DAJGUA, in typical Manuvadi fashion, only sees these communities as forest-dwelling vanvasis who are labhaartis, rather than political and economic actors in their own right," he alleged. As captured in the Adivasi Sankalp unveiled by Rahul Gandhi during the Bharat Jodo Nyay Yatra in Nandurbar, Maharashtra on the 12th of March, 2024, the Congress is committed to the honest and fair implementation of the FRA, Ramesh asserted. "It is part of our guarantees to the people in both Jharkhand and Maharashtra and will continue to be a priority for upcoming assembly and parliamentary elections," he stressed. Tagging his statement, Ramesh said on X, "As the non-biological PM pays lip service to the Adivasi cause by celebrating the 150th birth anniversary of Dharti Aaba Bhagwan Birsa Munda today in Jamui, we should not be fooled: his Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) is nothing but an absolute mockery of the revolutionary Forest Rights Act (2006) and Adivasi self-governance." Priyanka slams govt for refusing to declare Wayanad landslides national disaster

Congress General Secretary and party's candidate in Wayanad, Priyanka Gandhi Vadra hit out at the central government over refusal to declare Wayanad landslides a national disaster. In a post on X, Priyanka called it a "shocking injustice" to the victims and criticised the central government for "denying essential relief to those in dire need." The central government has reportedly refused to declare the landslides in Wayanad a national disaster, as requested by the state. "Despite the landslides that devastated Wayanad, the BJP govt refuses to declare it a national disaster, denying essential relief to those in dire need. This isn't just negligence; it's a shocking injustice to those who have suffered unimaginable loss," Priyanka said. Drawing parallels with the alleged negligence towards Himachal Pradesh, Priyanka dubbed the "singling out and lack of support" unprecedented and unacceptable. "The people of Wayanad deserve better. PM Narendra Modi visited Wayanad at the time of the tragedy, he witnessed its effects firsthand, yet his government is playing politics and withholding crucial aid. The same was done with the people of Himachal Pradesh at a time of great distress for them. In the past, tragedies of this magnitude were not politicized in this manner. The singling out and lack of support for victims of these tragedies due to political reasons is unprecedented and totally unacceptable," she said. Earlier this month, Communist Party of India (CPI) MP P Sandosh Kumar, in a letter, sought urgent intervention from Prime Minister Narendra Modi towards the rehabilitation of landslide victims in the area of Wayanad including Chooralmala. Along with the letter, he also sent a photo of the little girl Nysa who lost her father and siblings in the landslide, saying, "to remind you, Nysa Mol is a little girl with whom your image had gone viral when you visited the landslide-affected areas of Wayanad including Chooralmala on the 10th of August 2024, 10 days after massive landslides wreaked havoc in the region." Kumar who visited Nysa's residence two days back, claimed in the letter to PM that, she is still living in a rented accommodation provided by the state government. The CPI leader further added that coming back to the life of little Nysa Mol, she is living in a rented accommodation provided by the Government of Kerala with her mother and grandmother. The family is getting Rs 300 per day from the Kerala government for their needs. Your meeting with the little girl inspired hopes not just for her family, but for thousands of others who were crushed under the natural calamity but to no avail. While the Kerala government, with assistance from many voluntary and civil society organisations, is doing its level best to provide relief and rehabilitation, assistance, as required from the Union Government, has not reached Kerala in the way it should have. Little Nysa Mol got Rs 1 lakh in two instalments from the Prime Minister's Relief Fund while the Kerala government gave her Rs 6 lakh after she lost her father and siblings. A series of landslides in Wayanad were triggered by torrential rainfall that killed hundreds of people in the state in June this year. The landslides had occurred in Punjirimattom, Mundakkai, Chooralmala, and Vellarimala villages in Meppadi panchayat, Vythiri taluk in Wayanad district. Leader of Opposition in Lok Sabha and Congress MP Rahul Gandhi alleged that the people in Maharashtra were "deprived" of their government and claimed that the current government "handed over" Dharavi to Adani. Addressing a public rally in Maharashtra's Nanded on Thursday, Rahul Gandhi said, "In Maharashtra, the people were deprived of their government. Adani was present in the meeting held to topple the government. After all, why was Adani sitting in that political meeting? They were sitting there because they wanted Dharavi. Central govt intends to manage Waqf property with accountability: Kiren Rijiju

Union Minister Kiren Rijiju on Thursday said the central government's goal is to manage Waqf property with transparency and accountability, ensuring justice for the needy in the Muslim community. He also expressed happiness that intellectuals and positive-minded individuals from the community support the amendment. Speaking on occasion of the launch of the book, "Waqf Bill 2024: Respect to Islam and Gift for Muslims" at an event held at his residence on Thursday, Rijiju said, "I am very happy that Muslim Rashtriya Manch gave me a book titled 'Waqf Bill 2024'. Muslim Rashtriya Manch has looked into all the provisions of the Waqf (Amendment) Bill, 2024." "Everyone should read this book. Many stakeholders from the Muslim community have also given me suggestions," he said. He stated that this effort by the Muslim Rashtriya Manch would open a new chapter in minority welfare "Our intention is to manage the Waqf property with accountability and transparency. Our intention is not political, our intention is to provide justice to the needy people of the Muslim community. We prefer to have discussions and a JPC has been formed and many stakeholders have been heard. I am very happy that intellectuals and positive-minded people from the Muslim community are coming forward and they feel that the government should go ahead with this amendment," he said. According to an official release, the book is a significant step toward reforms in the Waqf system and the holistic development of the Muslim community. Contributors to the book include Shahid Akhtar, Shalini Ali, lawyer Shiraz Qureshi, and Shahid Sayeed, who have conducted in-depth research on this vital subject. "Kiren Rijiju praised the authors at the launch, describing their work as crucial. He mentioned that the book would not only guide better management of Waqf properties but also serve as a gift for the welfare and empowerment of the Muslim community," the release read. He appreciated the role of Muslim Rashtriya Manch (MRM) in raising awareness about Waqf issues and said that this organization significantly contributes to linking the Muslim community with justice, equality, and development. "Shahid Akhtar, a respected scholar in Waqf and minority affairs, has presented a detailed history of the Waqf system in this book and stressed the need for its reform. He believes that transparency, accountability, and efficient administration are essential for advancing Waqf in a way that benefits the marginalized," the release read. Shalini Ali, a prominent social activist and political analyst, highlighted the need to increase women's participation in Waqf boards. She argues that active involvement of women will bring more fairness and inclusivity to Waqf decision-making and management. "Shiraz Qureshi, a renowned lawyer, discussed the legal aspects of Waqf properties and judicial processes in depth. He advocates for transparent and independent audits, along with stricter legal provisions to ensure the proper use of Waqf properties," the release mentioned. The release stated that Shahid Sayeed, an experienced social worker and media personality, has presented a comprehensive perspective on Waqf reforms. He emphasized transparency and participation from all sections of society in managing Waqf properties. Shahid illustrated this with examples, noting that although Mahatma Gandhi, Sardar Patel, and BR Ambedkar did not directly address Waqf issues, their ideals and principles are deeply connected with the spirit of Waqf reforms. Gandhi's principle of "Sarvodaya" (welfare of all), Patel's emphasis on unity and transparency, and Ambedkar's vision of economic justice and upliftment of marginalized communities underline the need to utilize Waqf properties for social welfare, education, and healthcare. "The book highlights the challenges within the Waqf system and advocates for the reforms outlined in the Waqf Bill 2024. Through the "UMMEED Act" (United Waqf Act for Management, Empowerment, Efficiency, Development), it proposes efficient management of Waqf properties, digital record-keeping, and third-party audits. These changes aim to bring transparency to Waqf boards, maximize the use of Waqf properties, and benefit the most vulnerable sections of society" the release read. During the launch, Kiren Rijiju described the book as a milestone for Waqf reform, stating that it promotes justice, equality, and comprehensive development. He appreciated Prime Minister Narendra Modi and Home Minister Amit Shah's policies, emphasizing that the use of Waqf properties for education, healthcare, and social welfare is a critical step toward empowering the Muslim community. "The book emphasizes that Waqf is not merely a religious trust but can serve as a national asset that fosters inclusive and just development. Rijiju added that the book would increase awareness of Waqf issues and the necessary steps for reform" the release read. Tribal women 'targeted by infiltrators' : BJP spokesperson Naveen Subhash

Bharatiya Janata Party (BJP) spokesperson Naveen Subhash claimed that Jharkhand's tribal women have been targeted by infiltrators saying that the state has become a 'hub of terrorist activities." Speaking to ANI, Subash said on Thursday, "Jharkhand is a very fertile land. It's called the land of forests and many tribal people are living there almost 40 per cent of the population of almost 4.8 crores are below the poverty level and the women have been targeted by infiltrators, especially from Bangladesh, Rohingyas, and it has become a hub for the terrorist activities." "They (Bangladeshi infiltrators) are trapping the innocent women, tribal women especially because tribal happens to be very pretty, so they are trying to influence them by way of giving some cash and some incentives and then getting married. Not only that, they're taking the land from the tribals," he added. As per ANI, earlier this month, the Union Home Minister Amit Shah claimed that if the BJP came to power, they would eliminate the infiltrators from the state and put forth a law in order to return the encroached land to the tribals. Addressing an election campaign in Jharkhand, Amit Shah said, "Hemant Soren is not bothered by building industries in Jharkhand or creating electricity. There are mines of aluminium and iron ore but Hemant Soren is not bothered that they are manufactured here. He is only concerned about allowing the infiltrators to enter Jharkhand." "These infiltrators enter Jharkhand and marry innocent local girls for the second time, third time, and encroach on their lands. These infiltrators who have encroached on the lands of innocent tribal women would be thrown out of the state," he said, ANI cited. The Jharkhand assembly elections are being held in two phases. The first phase, covering 43 constituencies, took place on November 13. Elections for the remaining 38 seats will be held on November 20, and the votes will be counted on November 23. SDM slap row: Violence in Tonk after MLA candidate’s arrest

Independent MLA candidate Naresh Meena was arrested following high drama and violence on Thursday, a day after he slapped an SDM during polling in Rajasthan's Tonk district and set in motion differing protests from both his supporters and Rajasthan Administrative Service (RAS) officials. The tension started Wednesday afternoon after Meena caught SDM Malpura Amit Chaudhary by the collar and slapped him in full view of camera crews, continued through the night and well into Thursday. Work across government offices in the state was hit in the morning with officials of the RAS Association and allied services going on a pen-down strike demanding that Meena be arrested. They said they would continue till a meeting with Chief Minister Bhajanlal Sharma. Ranged against them were Meena's alleged supporters. About 60 two-wheelers and 18 four-wheelers, including police vehicles, were torched in the violence that erupted outside the polling booth in Samravta village in the Deoli-Uniara Assembly. WPI inflation rises to four-month high

Wholesale price inflation (WPI) rose to a four-month high of 2.36 per cent in October as prices of food items, especially vegetables, and manufactured goods turned dearer, showed the government data released on Thursday. The wholesale price index (WPI) based inflation was 1.84 per cent in September 2024. It was 0.26 per cent in October last year. As per the data, inflation in food items shot up to 13.54 per cent in October, as against 11.53 per cent in September. This was led by 63.04 per cent inflation in vegetables, as against 48.73 per cent in September. Inflation in potato and onion remained high at 78.73 per cent and 39.25 per cent, respectively, in October. Fuel and power category witnessed deflation of 5.79 per cent in October, against a deflation of 4.05 per cent in September.
