NEET-UG row: SC seeks details on paper leak

Observing that a re-test has to be ordered if sanctity of the NEET-UG 2024 is "lost", the Supreme Court on Monday sought information from the National Testing Agency and the CBI about timing of the question paper leak and duration between the leak and the actual test. The apex court also sought the number of wrongdoers identified so far and the methodology adopted for the paper leak. "One thing is clear that leak of question paper has taken place," a bench headed by Chief Justice D Y Chandrachud said, adding that extent of question paper leak and the beneficiaries across geographical boundaries have to be ascertained before the court may order re-test in the controversy-ridden medical entrance exam conducted on May 5. Posting for July 11 the next hearing on a batch of pleas alleging irregularities in the NEET-UG, the court directed the investigating officer of the CBI, which is conducting probe into the allegations of malpractices, OMR sheet manipulation, impersonation and cheating, to place before it a report indicating the status of probe. Referring to legal position on ordering re-test, the top court said it will have to be "scrutinised whether the alleged breach has taken place at systemic level, whether the breach has affected integrity of the entire exam process and whether it is possible to segregate the beneficiaries of fraud from the untainted students". "In a situation where breach affects the entirety of process and it is not possible to segregate the beneficiaries from others, it may be necessary to order a re-test," said the bench, also comprising Justices J B Pardiwala and Manoj Misra. It said the NTA must disclose about the steps taken so far for identification of beneficiaries of wrongdoings. The bench asked the NTA to apprise it about the steps taken to identify the centres and cities where the question paper leak took place, the modalities followed for identifying the beneficiaries and their numbers ascertained so far. Expressing concern over ensuring the sanctity of NEET-UG, the court said it would be necessary for the government to consider setting up a multi-disciplinary team of renowned experts so that such instances are not repeated in future. During the hearing, the bench observed if the sanctity of NEET-UG 2024 is "lost" and if the leak of its question paper has been propagated through social media, then a re-test has to be ordered. It said if the question paper leak was taking place through Telegram, WhatsApp and electronic means, then "it spreads like wildfire". "If the sanctity of the exam is lost, then a re-test has to be ordered. If we are unable to identify those who are guilty, then a re-test has to be ordered," the bench observed. "Let us not be in self-denial about what happened," it said, adding, "Assuming that the government does not cancel the exam, what will it do to identify the beneficiaries of the question paper leak?" The apex court was hearing more than 30 pleas related to the controversy-ridden NEET-UG 2024, including those alleging irregularities and malpractices in the May 5 test and seeking a direction to conduct it afresh. "There is no question that leak of question paper has taken place. We are determining the extent of the leak," the bench observed. It said there were certain "red flags" as 67 candidates had scored 720 out of 720. "In the previous years, the proportion was very low," the bench added. The top court said it wanted to know how many people benefited from the question paper leak and what actions were taken against them by the Centre. "Results of how many wrongdoers have been withheld, and we want to know the geographical distribution of such beneficiaries," it said. The bench is also hearing a separate plea of over 50 successful Gujarat-based NEET-UG candidates seeking a direction to restrain the Centre and the NTA from cancelling the medical entrance exam. The lawyers representing a petitioner started the submissions, saying that they were seeking the cancellation of the exam on grounds such as paper leak, OMR sheet manipulation, impersonation and cheating. The Centre and the NTA, which conducts NEET-UG, recently told the apex court through their affidavits that scrapping the exam would be "counterproductive" and "seriously jeopardise" lakhs of honest candidates in the absence of any proof of large-scale breach of confidentiality. The NTA and the Union education ministry have been at the centre of media debates and protests by students and political parties over alleged large-scale malpractices ranging from question paper leak to impersonation in the test. The National Eligibility-cum-Entrance Test-Undergraduate (NEET-UG) is conducted by the NTA for admissions to MBBS, BDS, AYUSH and other related courses in government and private institutions across the country. Allegations of irregularities, including paper leaks, have led to protests in several cities and sparring between rival political parties. In NEET-UG 2024, a total of 67 students had scored a perfect 720, unprecedented in the NTA's history, with six from a Haryana centre figuring in the list, raising suspicions about irregularities in the examination. It has been alleged that grace marks contributed to the 67 students sharing the top rank. The number of candidates sharing the top rank in the NEET-UG was reduced to 61 from 67 as the NTA announced the revised results on July 1. 'Centre should set up 'religious fund' for victims of Hathras-like incidents'

Farmer leader Rakesh Tikait on Monday said if the NDA government wants to make India a Hindu nation, it should set up a "religious fund" for giving compensation after Hathras-like tragedies. The Bharatiya Kisan Union (BKU) spokesperson made the jibe when he visited Hathras and demanded Rs 50 lakh compensation to the victims of the Hathras stampede that killed 121 people on July 2. Talking to reporters, he said there is no responsibility of anyone in "accidents" like these and urged the authorities to learn from the incident in order to prevent future tragedies. Advocating governmental responsibility, Tikait said, "If the government wants to make it a Hindu nation, then it should also create a 'Dharmik Fund' (religious fund) for disbursing compensations in such accidents. If not the government, then who will compensate for such acts?" Responding to queries about the political implications of the gathering, Tikait alleged that the religious programmes are the government's agenda. He alluded to broader political strategies, and said, "For the next 'Dharmik Yudh' (religious war), the government has already said Mathura is our agenda. This area (Hathras) falls in the 'paridhi' (range) of Mathura. Such programmes will be held." Asked about the timing and context of the event, Tikait remarked, "The agenda was started 20 years ago, much before 2014," and highlighted the longstanding nature of religious and political movements in the region. He said India is based on "krishi" (agriculture) and "rishi" (saints). "Any fiddling with either will lead to 'andolan' (protests), " he said. Tikait, who had played a leading role in the year-long farmer protest against the three farm laws which were later withdrawn, referred to recent government initiatives and said, "If in Ayodhya, the government is running free trains, then how would anyone stop such events here?" he added. Tikait stressed the need for compensation and preventive measures in the wake of the stampede after the 'satsang' of self-styled godman Surajpal, who is also known as Narayan Sakar Hari and Bhole Baba, at Fulrai village in Hathras' Sikandra Rau area. "The victims should get a compensation of Rs 50 lakh, like it was done in the Lakhimpur Kheri case. Give them the compensation and it will help victims," he said. In the Lakhimpur Kheri incident, some farmers were mowed down allegedly by a car linked to the then Union minister Ajay Mishta Teni in October 2021. Tikait criticised the use of provocative language used in the Hathras stampede. "The soil of the place where the event took place is 'Dharmik Mitti' (religious soil). The administration should make sure such words are not used in the future to prevent crowding at one place in such events," he said. Tikait was referring to the Hathras stampede which took place after the devotees reportedly rushed towards Bhole Baba, apparently to have a 'darshan' and to collect some soil from the spot he had walked upon and the 'sevadars' shoved them away. "In accidents, there is nobody responsible. There is nobody to blame but only lessons to be learned from accidents," Tikait asserted. He dismissed the efficacy of lodging cases or conducting a Special Investigation Team (SIT) probe, suggesting instead that such inquiries merely serve to acknowledge the possibility of accidents at crowded events. Prior to Tikait's visit, Leader of Opposition in Lok Sabha Rahul Gandhi also met with victims' families and called for a hike in compensation awarded to them. The Centre and the UP government have announced Rs 2 lakh each for the dead and Rs 50,000 for those injured in the July 2 stampede. So far nine people, including the chief organiser and fund-raiser of the July 2 event, Devprakash Madhukar, have been arrested as part of the police investigation into the case which does not mention the name of preacher Surajpal as an accused. Separately, a judicial commission headed by a retired high court judge and a special investigation team led by an additional director general of police are carrying out their inquiries into the episode. Government agencies, including police, have so far blamed the organisers for mismanagement at the event, noting that the size of the crowd exceeded to over 2.50 lakh from the permitted 80,000, even though the lawyer of the 'godman' on Saturday claimed "some poisonous substance" sprayed by "some unidentified men" triggered the stampede. All schemes presented in budget permanent: CM Shinde on Uddhav's jibe

Maharashtra Chief Minister Eknath Shinde on Sunday said that all schemes announced in the recent state budget, including provision of three free gas cylinders and monthly aid to women, are permanent as "provisions have been made for them", reported the PTI. CM Shinde's comment came after Shiv Sena (UBT) chief Uddhav Thackeray accused the state government of luring women voters with the 'Mukhyamantri Majhi Ladki Bahin Yojana' ahead of assembly polls and asserted the initiative will stop in two to three months, as per the PTI. "The scheme to provide Rs 1,500 every month and Rs 18,000 annually to women, plus the three cylinder free is a Raksha Bandhan gift to sisters. The scheme to waive electricity bills of farmers is also permanent. All (monetary) provisions have been made. This is a long-lasting scheme," CM Shinde told reporters in Maharashtra's Nagpur, according to the PTI. atOptions = { 'key' : 'd0ddb8ef8f1a62a8cdd22fac27fc5ea7', 'format' : 'iframe', 'height' : 90, 'width' : 728, 'params' : {} }; In the Maharashtra budget that was tabled in the assembly last week, Maharashtra Deputy Chief Minister Ajit Pawar announced sops ahead of state polls, which are likely to be held in October-November. Ajit Pawar announced Mukhyamantri Annapoorna Yojana (aimed at giving three free cylinders to women), Mukhyamantri Yuva Karyaprashikshan Yojana, Mukhyamantri Krishi Pump Yojana as well as Mukhyamantri Majhi Ladki Bahin Yojana (in which eligible women in the 21-60 age group will get a monthly allowance of Rs 1,500) and a scheme to provide free education to women. Addressing party workers in Chhatrapati Sambhajinagar, Uddhav Thackeray said, "Many schemes are being launched. This is a ploy to lure women voters before the polls. The schemes are only for two-three months. Their (the ruling alliance) government will not return and even if it returns, the schemes will be wrapped up after that," the PTI reported. "Schemes are being announced but there is a drought when it comes to their implementation. The government is trying to hide its sins with these schemes," Uddhav Thackeray alleged. He also renewed his demand to waive farm loans in line with the government's announcement of a scheme to write off electricity bills of farmers. Uddhav Thackeray accused the BJP of driving a wedge between castes in Maharashtra. The Shiv Sena (UBT) leader demanded that the Centre increase the cap of 50 per cent reservation by passing a law in Parliament to facilitate quota for Marathas and other communities without hurting the interests of Other Backward Classes, as per the PTI. Speaking about the recent Lok Sabha polls, Uddhav Thackeray said the defeat of his party candidates in Aurangabad, Raigad and Ratnagiri-Sindhudurg hit him hard. He urged his workers to ask voters the reason behind party candidate Chandrakant Khaire's loss from Aurangabad. Uddhav Thackeray said Shiv Sena leader Sandipan Bhumre's win in Aurangabad was achieved by stealing his party's name and symbol. The former CM acknowledged the 'burning torch' symbol of the Shiv Sena (UBT), which it got post the split, could not effectively reach people in the Lok Sabha polls. Hitting back, Shinde said Thackeray should stop "whining" as people voted for the Shiv Sena since the latter had abandoned the ideals of founder Bal Thackeray. "For how long will you whine? People voted for us because he (Thackeray) abandoned the ideals of Balasaheb. We fought 13 seats against them and won seven. Their (Shiv Sena UBT) strike is 42 per cent and ours is 47 per cent," CM Shinde said. The Shiv Sena (UBT) contested 21 Lok Sabha seats in Maharashtra and won nine, while the Shinde-led Sena contested 15 seats and emerged victorious on seven. In direct fights between the two parties on 13 seats, the Shiv Sena won seven. CM Shinde asserted the Lok Sabha results had showed people voted from his party, adding "the assembly polls will make it more evident whose party is the real Shiv Sena". Speaking in Chhatrapati Sambhajinagar, Thackeray had said the assembly polls, likely to be held in October-November, will be fought on Maharashtra's self-respect. The Shiv Sena split in June 2022 after Shinde rebelled against then CM Thackeray and brought down the Maha Vikas Aghadi (MVA) government. CM Eknath Shinde then formed government with the support of the BJP. His faction was later given the party name and 'bow and arrow' symbol. Ex-Jharkhand CM Champai Soren, 10 others take oath as ministers

Former chief minister Champai Soren and 10 other leaders of the JMM-led coalition took oath as ministers in the Hemant Soren government in Jharkhand on Monday. Champai had resigned from the post of CM on July 3, a day before JMM executive president Hemant Soren took oath as the 13th chief minister of Jharkhand on July 4. Jharkhand Governor C P Radhakrishnan administered the oath of office and secrecy to the 11 leaders at a function in the Raj Bhavan in the presence of Chief Minister Hemant Soren and other senior politicians of the JMM-led alliance and government officials. The new faces in the 12-member cabinet, which includes the chief minister, are Congress's Jamtara MLA Irfan Ansari, Mahagama MLA Deepika Pandey Singh and JMM's Latehar MLA Baidynath Ram. Ram's name had been excluded at the last moment from the list of ministers in the previous Champai Soren cabinet, which he had termed as an "insult". Those who retained their ministerial berths include Rameshwar Oraon and Banna Gupta of the Congress, besides JMM's Mithilesh Kumar Thakur, Hafizul Hasan, Dipak Birua and Bebi Devi and RJD's Satyanand Bhokta. Earlier in the day, the Hemant Soren government won a vote of confidence in the assembly amid a walkout by opposition members. Hemant Soren was released from jail on June 28 after the Jharkhand High Court granted bail to him in a money laundering case linked to an alleged land scam. He had resigned as the CM shortly before his arrest on January 31 by the Enforcement Directorate. PTI SAN ACD This story has been sourced from a third party syndicated feed, agencies. At least 70 roads have been closed and 51 water supply schemes are hampered due to heavy rainfall in Himachal Pradesh, reported the ANI. Around 84 electricity supply schemes have also been disrupted due to the current weather conditions. The India Meteorological Department (IMD) had earlier predicted that there would be a reduction in the rainfall from July 8 onwards. Meanwhile, on Sunday, 76 roads were closed and 69 water supply schemes were hampered. 34 electricity supply schemes were also disrupted due to heavy rains in  the state. In a statement Onkar Chand Sharma, Additional Chief Secretary of the Himachal Pradesh Government earlier provided an update on the rain situation in the state. He highlighted that the government has taken proactive measures to work on the rain situation. "We have prepared and pre-positioned men, material, and machinery for various situations. We are making efforts to clear the roads as quickly as possible," he said, according to the ANI. Sharma also urged tourists to exercise caution and adhere to the local advisories issued. "I would appeal to all the visiting tourists to follow the advisories of the district administration and avoid visiting the rivers and streams. Even during summers, over 30 people died due to drowning in the state. Reflecting on last year's weather conditions, he highlighted the government's readiness and said "Last year, there was 400 per cent extra rainfall in the state but due to the pre-positioning of men, material, and machinery, we were able to save lives. The IMD has forecast a normal monsoon this year and we hope not to face any extreme conditions. However, the state government is ready for any eventuality," the news agency reported on Monday.
