Anderson, 89, is now retired and lives in the US.
He headed Union Carbide when the Bhopal plant leaked gas in December 1984, killing over three thousand people instantly.
The US has said it will carefully evaluate and give 'fair consideration' to a request for Anderson's extradition.
Meanwhile, Law Minister Veerappa Moily has said it is the judiciary, not the government, that is to blame.
