LPG cylinder of pilgrims catches fire during Pandharpur 'wari'; nobody injured

An LPG cylinder caught fire during the 'palkhi' or palanquin procession being taken out as part of the annual pilgrimage near Saswad town in Pune district on Thursday, officials told PTI. Nobody was reported injured in the incident as the fire brigade personnel swiftly separated the cylinder and doused the flames, they said. "The incident took place when some of the pilgrims from a 'dindi', a small group of devotees, who are part of the palkhi procession of Saint Dnyaneshwar and Saint Tukaram Maha were cooking food using the cylinder near Saswad town in Purandar tehsil of the district," a fire brigade official told PTI. "The cylinder suddenly caught fire, and the pilgrims tried to put out the fire but failed to do so. A team of fire brigade personnel that is part of the 'wari' (pilgrimage) rushed to the spot, separated the cylinder and doused the fire. An untoward incident was averted due to the timely action," he said. Lakhs of devotees undertake the pilgrimage on foot to the temple town Pandharpur in Solapur district, where they converge on Ashadhi Ekadashi every year from all parts of Maharashtra to visit the temple of Lord Vitthal. This year, Ashadhi Ekadashi is being celebrated on July 17. Toll exemption for vehicles carrying pilgrims to Pandharpur The Maharashtra government on Wednesday announced a toll exemption for the vehicles carrying devotees to the temple town of Pandharpur in Solapur district of the state for the annual Ashadhi Ekadashi pilgrimage, reported PTI. The toll waiver will be applicable from July 3 to July 21, read a notification issued by the Maharashtra government, reported PTI. The notification said that light and heavy vehicles carrying the pilgrims and devotees will be exempt from paying the toll. Such vehicles will be given stickers and passes. The authorities have been asked to maintain highway security patrolling near the toll booths, the notification said, reported PTI. As per a PTI report, the state government also directed the authorities to get the roads and highways to Pandharpur, including the Sion-Panvel highway, Mumbai-Pune Expressway, Mumbai-Bangalore national highway, Pune-Solapur and Pune-Satara-Solapur highways, repaired.

Pune: Two cops dismissed from service after Drug Kingpin escapes

Two Pune policemen were dismissed from service for dereliction of duty in connection with the escape of alleged drug kingpin Lalit Patil last year, reported PTI citing officials on Thursday. Patil was in jail in a drug case. However, while being treated at the Sassoon General Hospital he fled in October last year while being taken for an X-ray procedure, the official said. As per the PTI report, five police personnel were deployed at ward 16 of the hospital, which is for jail inmates requiring medical treatment, were suspended at the time. "On July 3, Pune police dismissed Adesh Shivankar and Pirappa Bansode following a departmental inquiry, which concluded that Patil escaped as the two did not remain alert," the official said. "It was expected that the accused should have been taken for X-ray procedure with handcuffs but this did not happen. Shivankar, who was in charge of ward 16, should have been part of the escort team. Pirappa did not inform his seniors or the control room. If he had done so, Patil could have been apprehended immediately," the official added. On October 2, a man was held from outside Sassoon Hospital with mephedrone worth Rs 2 crore, said the PTI report. A probe found the involvement of Patil, who was getting treated while in jail for another case, and others. Patil was recaptured some day later from Bengaluru in neighbouring Karnataka. Maharashtra: Five people from Telangana killed in accident on Pune-Solapur highway In an unfortunate incident, five people from Telangana tragically lost their lives on Tuesday in a car accident after the driver lost control on the Pune-Solapur Highway in Maharashtra, police said, reported news agency ANI. The tragic accident happened near Dalaj village in the Bhigwan police jurisdiction. Giving details of the accident, police said, "Six persons were travelling in the car from Mumbai to Telangana when the incident occurred in Pune. Five people died on the spot after the driver lost control and the car turned turtle on Pune-Solapur highway," reported ANI. More details are awaited.

Maharashtra: Woman killed by brother-in-law in Latur

A 55-year-old woman was killed in Latur allegedly by her brother-in-law in Latur over an old enmity, reported PTI citing a police official on Thursday. The womam was was stabbed to death by the accused who has been identified as Suresh Alamkar. The victim identified as Shalubai Alamkar was killed in Basweshwar Galli in Udgir on Wednesday, said an official. "She and accused Suresh Alamkar had a previous dispute which flared up, during which he stabbed her in the stomach. She was declared dead on arrival at a nearby hospital," the Udgir police station official said. He has been booked under relevant sections of the Bharatiya Nyaya Sanhita for murder and other offences, reported PTI.  Thane man stabbed to death; police launch probe The police on Tuesday said that unidentified persons killed a 26-year-old Thane man after meeting him in Kalyan town of Maharashtra's Thane district, reported news agency PTI. The incident took place at around 7 pm on 100 Feet Road in Kalyan, they said, adding the motive behind the killing was not yet known, reported PTI. Two-three persons arrived at the spot and discussed something with the Thane man. They later stabbed him with a knife and fled. The Thane man died on the spot, an official from Kolsewadi police station said, reported PTI. After being alerted, police rushed to the spot and sent the body for post-mortem. Based on a complaint by a man who was accompanying the victim, the Kolsewadi police on Monday night registered an FIR against unidentified persons under the Bharatiya Nyaya Sanhita (BNS) section 103 (murder), the official said, reported PTI. A probe was on into the case, the police added. In another case, police have arrested a 30-year-old man for allegedly attempting to kill a youth following suspicion that the latter planned to kidnap his sister in Maharashtra's Thane district, an official said on Monday, reported PTI. The accused, who already has a number of criminal cases registered against him, went to the 21-year-old victim's house in Ambernath area on Saturday, reported PTI. He took the victim on a motorbike to an isolated place in Chiradgaon and asked if the latter was planning to kidnap his sister, the official from Hill Line police station said, reported PTI. The accused man allegedly abused the victim and attacked on his head with a sickle, he said. The victim, who was severely injured, ran away from there and reached a nearby hospital where he was undergoing treatment, the official said, reported PTI. Based on the victim's complaint, the accused was arrested on Sunday and booked under Indian Penal Code sections 307 (attempt to murder), 323 (voluntarily causing hurt), 504 (intentional insult with intent to provoke breach of peace) and 506 (criminal intimidation) and provisions of the Arms Act, he added.

New criminal laws: CBI registers its first FIR under BNS

The CBI on Wednesday registered its first FIR under newly enforced Bharatiya Nyaya Sanhita against two Delhi Police officers for allegedly demanding Rs 10 lakh bribe to help the release of a person lodged in Tihar Jail, reported PTI citing officials. As per the PTI report, the FIR was registered on Wednesday evening against Head Constables Ravindra Dhaka and Parveen Saini both posted in Narcotics Cell, Maurice Nagar, under BNA 61(2). The section is related to alleged criminal conspiracy and provisions of bribery under the Prevention of Corruption Act. The duo has been accused of demanding Rs 10 lakh bribe from the complainant to help in the release of his brother lodged in Tihar Jail after the recovery of NRX drugs (which cannot be purchased over the counter without the prescription of a qualified doctor) from him, said the PTI report. The complainant told the CBI that medicines have been falsely shown in the possession of his brother Koshinder. According to the CBI, Dhaka and Saini allegedly demanded a bribe in exchange for giving the complainant information about NRX medications so they could prepare fictitious bills and present them to the appropriate court. The court would then confirm the information as authentic and help free his brother on bond from judicial custody. The CBI sent the complainant with concealed recorder to ascertain the claims during verification proceedings. As per the PTI report, Dhaka allegedly told the complainant that IO of the case would settle for Rs 2.50 crore. New criminal laws: First BNS case registered at DB Marg police station in Mumbai The first case under the Bharat Nyaya Sanhita was registered at the DB Marg police station in the southern part of Mumbai, an official told PTI. The Bharat Nyay Sanhita came into force on Monday under three new criminal laws. The Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS) and Bharatiya Sakshya Adhiniyam (BSA), which came into force nationwide at midnight, have replaced the British-era Indian Penal Code, the Code of Criminal Procedure and the Indian Evidence Act, respectively. "The first case was filed at DB Marg police station at 12:45 am on the complaint of Girgaon Chowpatty resident Dilip Subhedar Singh (36) who was duped of Rs 76,000 by unidentified persons who called him several times between June 26 and now," he said. "Late Sunday night, Singh got one such call and was asked to deposit Rs 76,116 into various accounts to get a loan. After he made the payment, Sigh realised he had been cheated. A case was registered under BNS against an unidentified person. In all, 12 cases were registered under Bharatiya Nyaya Sanhita by 5 pm," the official told PTI. As per the PTI reports, the official said exhaustive training had been given to all units of the Mumbai police to ensure effective implementation of the new laws. "Training material on the three new laws was provided to all regional and zonal offices. All police stations have been given registers with appropriate amendments and provisions of the new criminal laws. A comparative chart of the old (IPC) and new (BNS) provisions has also been given to personnel," the official informed PTI.

Railway Board steps in to deal with shortage, poor service of walkie-talkies

The Railway Board has issued instructions to all its zones and divisions to overcome shortages and ensure proper maintenance of VHF (Very High Frequency) handsets, also called walkie-talkies. It is a crucial communication medium among drivers, guards, station masters and other officers engaged in the safe operation of trains. Prior to the Board's instructions, various written complaints about "pathetic condition" of VHF sets and their shortages were raised by safety category employees to their respective department heads in various zones and divisions. In April 2022, the Railway Board had advised its zones to procure VHF sets for crew along with other measures to overcome the shortage of quality walkie-talkie sets. "However, it has been observed that some Railways are facing shortage of VHF sets for crew," the Board said in its letter dated June 26. It said VHF communication is very crucial for train operation and their non-availability is a serious safety concern. The Board issued various instructions to ensure availability of quality VHF sets. For proper maintenance of VHF sets, the Board said, "A JPO (Joint Procedure Order) may be signed between S&T (Signal & Telecommunication) and Electrical and Operating departments at SAG (Senior Administrative Grade) level for issue of VHF sets to crew, maintenance/repair of VHF sets, safe keeping of VHF sets, dealing with defective VHF sets, batteries, spare batteries and chargers." According to the Board, 5-watt VHF sets will be treated as lobby equipment across all zonal railways. "Crew lobby in-charge will hand over only fully charged 5-watt VHF sets and one fully charged spare battery to the crew members," the Board said. "Useful life of battery is one year for the VHF sets used for crew as per the Board's letter dated 19.08.2010," it added. Meanwhile, many guards and train drivers across various railway zones continue to complain regarding the poor working condition of VHF sets. "Maintenance of VHF sets is very poor and pathetic due to which operating staff who use these equipment face problems. Often, they conk out during train operations causing huge hardships to drivers and guards," said Ashok Sharma, Assistant General Secretary, National Federation of Indian Railwaymen (NFIR). "If you see the 'Abnormality Register' in which drivers write their grievances after completing their train duty, you will find that a lot of complaints are with regard to the poor working condition of VHF sets," a loco inspector said. The Jhansi Branch of All India Guards Council, a body of train guards, too highlighted the poor working of VHF sets to its division, saying, "The condition of walkie-talkie sets are pathetic as their batteries get consumed in a single trip." Uttar Pradesh: 4 killed in car accident in Moradabad

Four persons, including a man and his two sons, were killed and three others were injured when the car they were travelling in collided with a bus on Thursday, police said. Superintendent of Police (City) Akhilesh Bhadauria said, "A car carrying seven persons, including the driver, lost control and collided with another vehicle before crossing over to the opposite lane where it was hit by a bus on Thursday." Ashraf Ali (60), his wife Zaitoon Begum and their sons Khappe Ali (40), Arif alias Mehboob Ali (38), Intekaf Ali (30), Asif Ali (20) and the car driver Ehsan Ali (30) along with two other family members were travelling in the vehicle. All the occupants were residents of Mukarampur of Swar Kotwali area in the Rampur district where they were returning from Delhi. "Ashraf Ali and his sons Khappe Ali and Arif alias Mehboob Ali were killed on the spot while the car driver Ehsan Ali succumbed at the hospital," said the officer. After her India visit, Sheikh Hasina to travel to China next week

China on Thursday announced that Bangladesh Prime Minister Sheikh Hasina will visit Beijing early next week and meet China's top leadership, including President Xi Jinping, which will facilitate political mutual trust, and push bilateral relations to a new level. Hasina’s visit from July 8 to 10, days after her India visit, is being seen as an apparent attempt to balance ties between India and China, one of Dhaka’s biggest investors. “This is her (Hasina’s) first visit to China since she started her new term. It is also her second visit to China in five years,” Chinese Foreign Ministry spokesperson Mao Ning told a media briefing here. During her visit, she will meet President Xi, Premier Li Qiang and attend the signing ceremony of cooperation documents together, Mao said. The leaders of the two countries will have an “in-depth exchange of views” on deepening traditional friendship, expanding mutually beneficial cooperation and international and regional issues of common concern, the spokesperson said, adding that Hasina will also attend the China-Bangladesh Business Trade and Investment Conference. “The visit will facilitate political mutual trust, strengthen the development strategies, promote high-quality joint construction of the ‘Belt and Road,’ accelerate the implementation of the three major global initiatives, and push China-Bangladesh relations to a new level,” Mao said. Hasina’s China visit was expected to focus on more Chinese investments in Bangladesh under the Belt and Road Initiative (BRI), a multi-project, multi-country infrastructure project of China. Next to Pakistan, Bangladesh is the biggest recipient of Chinese investments estimated to be over USD 25 billion. Hasina’s Beijing visit follows her travel to New Delhi last month besides her attendance at the swearing ceremony of Prime Minister Narendra Modi for the third term signifying close ties between India and Bangladesh. After her talks with Modi on June 22, both sides decided to work on a mega project to conserve and manage the cross-border Teesta River, apart from moving ahead to start negotiations on a comprehensive trade pact and boosting defence ties. Incidentally, China has also evinced interest to build a mega project on the Teesta River. After returning from her India visit, Hasina said Bangladesh would gauge proposals from both India and China for that mega project and accept the better one for her country. Allahabad HC reserves verdict on MP Afzal Ansari's plea in Gangsters Act case

The Allahabad High Court on Thursday reserved its judgment on Ghazipur MP Afzal Ansari's criminal appeal challenging his four years' sentence by a trial court in a Gangsters Act case linked to the 2005 murder of BJP MLA Krishnanand Rai. As per the PTI report, along with Ansari's plea, the high court also heard petitions filed by the Uttar Pradesh government and Rai's son Piyush Kumar Rai seeking enhancement of Ansari's sentence. Justice Sanjay Kumar Singh reserved his verdict after hearing both the sides. If the high court upholds the trial court order, Ansari who had won the Ghazipur seat on a Samajwadi Party ticket in Lok Sabh Polls this year,  will lose his membership of Parliament. According to the Representation of the People Act, any MP or state legislator sentenced to imprisonment of two years or more shall be disqualified "from the date of such conviction" and remain disqualified for another six years after serving time. Ansari was convicted on April 29, 2023 by an MP-MLA court of Ghazipur. The court sentenced him to four years jail and also imposed a fine of Rs 1 lakh in the Gangsters Act case. Following this, Ansari was disqualified as MP, said the PTI report. Thereafter, he filed the present criminal appeal before the high court. On July 24, 2023, the high court granted bail to the five-time MLA and two-time MP but declined to stay his conviction in the case. As a result, though he was released from jail, his membership of Parliament was not restored. Later, the Supreme Court stayed his conviction, as a result, his membership of Parliament was restored, and he also became eligible to contest the Lok Sabha elections. The apex court had directed the high court to expedite the hearing.  Gangster Abu Salem challenges prison transfer in Bombay High Court, claims threat to life Gangster Abu Salem has moved the Bombay High Court after a special court last month rejected his plea against the planned transfer from Taloja prison in Navi Mumbai to the Nashik Central Prison in Maharashtra, claiming a threat to his life, reported PTI. According to the PTI, Abu Salem, sentenced to life imprisonment in the 1993 Mumbai serial blasts case, claimed that the decision to shift him out of the Taloja prison was a "conspiracy to kill him," as he is likely to be released in a few months. According to the PTI report, a division bench of Justices A. S. Gadkari and Neela Gokhale denied hearing Salem's petition on Wednesday without assigning any reason. The petition will now be placed before another division bench, reported PTI. Stating that the Taloja facility has been very safe for him, Salem expressed apprehension that he may be attacked by members of rival gangs in other prisons. The gangster stated the transfer at this stage was "uncalled for and unwarranted, and tainted with malafide intentions". As reported by the PTI, Salem stated he is currently facing trials in two cases in Delhi and has to keep travelling to the national capital. Shifting him to another prison will affect his Delhi travel, which could delay the trials against him, the plea stated, reported PTI. According to the PTI report, prison authorities had submitted to the special court that Salem needs to be shifted to Nashik Central Prison given that the high-security cell inside the Taloja prison is in shambles and needs urgent repair. Salem reportedly contended that he could be shifted to any other barrack or safe place inside the Taloja facility, which is very spacious and arrangements for the same can be made. In June 2017, Salem was convicted and sentenced to life imprisonment in the 1993 Mumbai serial blasts case, years after he was extradited from Portugal on November 11, 2005.

Hemant Soren takes oath as 13th chief minister of Jharkhand

Jharkhand Mukti Morcha (JMM) executive president Hemant Soren was sworn-in as the 13th Chief Minister of Jharkhand. Hemant Soren was administered the oath of office and secrecy by Governor C P Radhakrishnan at the Raj Bhavan in Ranchi, reported ANI. Soren's father and Jharkhand Mukti Morcha supremo Shibu Soren, his mother Rupi Soren, his wife Kalpana Soren and senior leaders of the JMM-led alliance were present at the swearing-in ceremony, reported ANI. Earlier today, Jharkhand Governor CP Radhakrishnan invited Soren to form the government in the state, a day after Champai Soren stepped down from the chief minister's post. Chamapi Soren, who resigned as the chief minister on Wednesday, was also present on the occasion. Hemant Soren was released from jail on June 28 after the High Court of Jharkhand granted bail to him in a money laundering case linked to an alleged land scam. He had resigned as the CM shortly before his arrest on January 31 by the Enforcement Directorate. After taking the oath, Soren said former CM Champai Soren discharged his duties well. The court order is in the public domain for all to see, the JMM executive president said, adding that he would discharge his duties with commitment. In a video message to people, Hemant Soren said that a conspiracy was hatched against him by the opposition which had succeeded in their "evil designs" and he had to spend about five months behind bars, reported PTI. "I was arrested on January 31... I had given a message to you about how the opposition hatched a conspiracy against me and how they succeeded in their evil designs. They attempted to keep me in jail for a long time but I chose to take resort of the legal battle. You supported me on the streets. Finally, justice was delivered and I was released clean," Soren said in the video clip, reported PTI. The JMM leader said he was given an opportunity to serve the people in 2019 but "the conspirators could not digest that a tribal youth could reach such heights and finally on January 31, I was removed on false charges. There could be delay in God's plans but ultimately truth prevails". Soren said he was ready to serve the people of Jharkhand with dedication. Former Jharkhand CM Champai Soren extended good wishes to Chief Minister Hemant Soren. JMM legislator Kalpana Soren said welfare work would be expedited in the state, reported PTI. Meanwhile, no decision has been taken about the Hemant Soren cabinet. Asked about the council of ministers, Jharkhand Congress in-charge Ghulam Ahmad Mir said that the high command will decide about the party faces in the Hemant Soren cabinet, reported PTI. Mir said the Congress is yet to decide who will join the cabinet from the party, reported PTI. "Party high command will take the final call on it," he said. In a post on X, BJP MP Nishkant Dubey on Wednesday said, "The Champai Soren era is over in Jharkhand. In the family-oriented party, people outside the family have no political future. I wish the chief minister drew inspiration from Bhagwan Birsa Munda and stood up against the corrupt Hemant Soren ji." Jharkhand BJP president Babulal Marandi also hit out at JMM, claiming that the "tribals outside Shibu Soren's family are only temporary faces in Jharkhand Mukti Morcha". He also alleged that the "family believes in using people as per their needs and requirements", reported PTI. After the Lok Sabha elections, the strength of the JMM-led alliance in the state was reduced to 45 MLAs, JMM-27, Congress-17 and RJD-1. Two JMM MLAs, Nalin Soren and Joba Majhi, are now parliamentarians, while Jama legislator Sita Soren resigned to contest the general elections on a BJP ticket. The JMM expelled two more legislators ¿ Bishunpur MLA Chamra Linda and Boriyo MLA Lobin Hembrom from the party. Likewise, the BJP's strength in the assembly has reduced to 24, as two of its MLAs, Dhulu Mahto (Baghmara) and Manish Jaiswal (Hazaribag) are now MPs. The saffron party has expelled Mandu MLA Jaiprakash Bhai Patel after he joined the Congress to contest the polls. The current strength of the 81-member Jharkhand assembly is 76. Hathras Stampede: 6 sevadars arrested, say police

Six people have been arrested in connection with the Hathras stampede two days after the tragic incident, reported PTI citing a senior police official on Thursday. 121 people were killed in the July 2 incident. The six people worked as sevadars at the satsang by Bhole Baba, IG Shalabh Mathur told reporters. A non-bailable warrant will be issued against chief sevadar Devprakash Madhukar and a reward of Rs 1 lakh will be announced, he said. \ An FIR was registered on Wednesday against the organisers of the 'satsang' in Hathras where 121 people died in a stampede accusing them of hiding evidence and allowing 2.5 lakh people for the event in which only 80,000 were permitted.   However, as per the PTI report, the congregation or 'satsang' conductor Jagat Guru Saakar Vishwahari has not been named in the FIR though his name is in the complaint. 'Mukhya sevadar' Devprakash Madhukar and other organisers have been named in the FIR filed at the Sikandara Rao police station late Tuesday, reported PTI citing a senior officer. In the FIR lodged, it was alleged that the organisers hid the actual number of devotees coming to the 'satsang' while seeking permission. It further says that they did not cooperate in traffic management and hid evidence after the stampede, which broke out after people gathered there stopped to collect mud from the way the baba's vehicle was passing. The FIR was registered under sections of the new criminal law - the Bharatiya Nyaya Sanhita sections 105 (culpable homicide not amounting to murder), 110 (attempt to commit culpable homicide), 126 (2) (wrongful restraint), 223 (Disobedience to order duly promulgated by the public servant), 238 (causing disappearance of evidence), the officer said. In his FIR, complainant Brijesh Pandey said the 'satsang' programe of the baba was organised by Devprakash Madhukar and others between Fulrai and Mugalgarhi on GT road in Sikandarrau area on Tuesday. The organisers sought permission for about 80,000 people according to which the police and administration made arrangements. However, over 2.5 lakh people gathered in the event.  By not following the conditions of the permission, GT road witnessed traffic jam and police and administration officials were working to clear it, the FIR said.
