"Sinha had come in contact with an ISI agent through a retired Indian Army officer when he was posted in (West Bengal's) Siliguri town between 2000 and 2011. Sinha was transferred to Jaipur in 2011. However, he kept in touch with an ISI agent based in Nepal's Kathmandu," Dinkar said.

He added that Sinha had flown to Kathmandu at least four times over the past two years and stayed in hotels there at the ISI's expenses.

"He passed on very strategically important information to his handling officer. Money was transferred to his bank accounts from time to time," the officer said.

Defense spokesperson Colonel SD Goswami said that Sinha was not a soldier but a civilian defence employee.

"It is a police case as he is not subject to the Army Act. The army will extend full cooperation to the police investigation," Goswami said.
