About a month after the state government’s announcement of education and job reservations for Marathas, the citizen facilitation centre (CFC) at Shivaji Nagar has been overflowing with people seeking caste certificates. The district administration began allotting applications for the certificates on July 20, and in the past two days, has already distributed 450 such applications.

On June 21, the government announced a 16 per cent reservation for Marathas, terming them educationally and socially backward.  According to this decision, from this year beneficiaries will get reservations in government and private schools , technical, medical and agricultural studies, as well as employment opportunities.

However, sub-divisional officer of Haveli taluka, Snehal Barge, said that the caste certificate alone will not qualify applicants for benefits — they will need the non-creamy layer certificate as well. “The reservation is for the non-creamy layer, so it’s mandatory for the caste certificate applicants to provide their fathers’ income tax returns,” she said. She added, “The beneficiaries should give proof that he or she has been a resident of Pune or Mulshi taluka since 1967 by submitting the domicile certificate.”

While denying that the caste certification had added too much pressure on the lone CFC, Barge still cautioned that beneficiaries should wait for their turn. “We have already submitted caste certificates to all the students except students of engineering, and will appeal to the Maratha beneficiaries to not panic, as this will be a continuous process and they will get caste certificates throughout the year,” she said.
