10-year-old boy missing since his humiliation, but experts say cops should file complaint on their own

IT has been five days since a 10-year-old boy from the Pardhi community was beaten and paraded naked in Khanapur village, Sangli district, on suspicion of stealing Rs 100, but no arrests have been made so far.
Fed up with police inaction, a delegation of Pardhi Mukti Aandolan leaders yesterday called on the Sangli Collector demanding he look into the matter.

The Pardhi community leaders said there was still no trace of the boy in the entire area. The boy had gone missing after his humiliation. Four members of the Pardhi Mukti Aandolan, Prakash Vaydande, Santan Bhosale, Anil Kamble, Kailas Pawar and Shivaji More, met Collector Shyam Vardhane last afternoon.

"District Collector Shyam Vardhane has assured us that he will look into the matter and has sent a letter to the Superintendent of Police in Sangli demanding action in this matter," Vaydande said.

Collector Vardhane said it was imperative that the boy be traced for a complaint under the Atrocities Act. "I have personally spoken to Sangli Superintendent Dr Ravindra Shisve. But unfortunately, after this incident, the victim and his mother are untraceable. To lodge an offence against atrocity, it is important that the person should give the complaint," he said.

On whether the police should take suo motu action in this case, he said he thought so. "I definitely feel so, I have already raised my concern over this issue with SP Shisve," he said.

Advocate Milind Pawar, former president of the Pune Bar Association, also said the police could file a suo motu complaint. "The police can take action against those who are responsible after filing a suo motu complaint. They can continue their efforts to trace the boy. And once his statement is recorded they can apply suitable sections of the IPC," Pawar said.
