Congress general secretary KC Venugopal on Friday said that former prime minister Manmohan Singh's final journey will commence from the All India Congress Committee headquarters to the cremation ground at 9.30 am on Saturday, reported news agency PTI. Manmohan Singh's mortal remains will be kept at his residence 3, Motilal Nehru Road on Friday for the public to offer their tributes, KC Venugopal said. "At 8 am tomorrow, December 28, his mortal remains will be taken to the AICC headquarters where the public and Congress workers will have the opportunity to offer their tributes between 8.30 am and 9.30 am," Venugopal said, reported PTI. "Dr Singh's final journey to the heavenly abode will commence from the AICC HQ to the cremation ground at 9.30 am tomorrow," he said, reported PTI. Manmohan Singh, the architect of India's economic reforms and a consensus builder in the rough world of politics, died in Delhi on Thursday night. He was 92. Manmohan Singh's death was announced by the All India Institute of Medical Sciences, Delhi, where he was admitted in critical condition at around 8.30 pm on Thursday. During a meeting chaired by Modi, the Cabinet observed a two-minute silence in honour of the departed soul and adopted a Condolence Resolution in the memory of Singh. "Dr Manmohan Singh has left his imprint on our national life. In his passing away, the Nation has lost an eminent statesman, renowned economist and a distinguished leader," the resolution read. The government has announced a seven-day State mourning as a mark of respect to the former prime minister. Draped in the Tricolour, Singh's body was brought to his 3, Motilal Nehru Road, residence -- the sprawling bungalow in Lutyens' Delhi that served as his retirement abode for more than 10 years. Under the influence of the western disturbance, light rain is possible over the plains of Jammu and light snow over the higher reaches of the Chenab Valley and Pir Panjal range, the Indian Meteorological Department (IMD) said, reported PTI. Intense cold wave-like conditions are prevailing across Kashmir, as the minimum temperatures continue to settle several degrees below freezing due to dry weather. Both the minimum and maximum temperatures have been staying below normal for this time of the season. The drop in temperature has led to the freezing of water supply lines and a thin layer of ice has covered the surface of several water bodies, including Dal Lake, reported PTI. Srinagar recorded a low of minus 7.3 degrees Celsius on Thursday night, slightly down from the previous night's minus 7 degrees Celsius, the MeT department said, reported PTI. Gulmarg, a town known for skiing activities in north Kashmir, recorded a low of minus 6 degrees Celsius, the same as the previous night, the department added. Pahalgam, the base camp for the annual Amarnath Yatra in south Kashmir, registered a minimum temperature of minus 8 degrees Celsius, slightly up from the previous night's minus 8.6 degrees Celsius. Qazigund, the gateway town to Kashmir, logged a minimum temperature of minus 6.9 degrees Celsius, while Konibal, a hamlet in the Pampore area, was the coldest recorded place in the valley at minus 9.5 degrees Celsius, reported PTI. Kupwara, in north Kashmir, recorded a low of minus 6.4 degrees Celsius, while south Kashmir's Kokernag, registered minus 4.8 degrees Celsius. The weather is expected to remain mainly dry from December 29-31 and light snowfall is possible at isolated to scattered places in Kashmir from January 1-5, reported PTI. The MeT Office said there is a likelihood of some improvement in temperatures until Monday. Kashmir is currently under the grip of 'Chillai-Kalan' -- considered the harshest period of winter -- which began on December 21, reported PTI. During the 40 days of Chillai-Kalan, the chances of snowfall are most frequent and maximum and the temperature drops considerably. It ends on January 30 next year, but the cold wave continues even after that in the valley. The report titled When Risks Become Reality: Extreme Weather in 2024 by World Weather Attribution (WWA) and Climate Central highlights the pressing need for countries to accelerate their transition away from fossil fuels and prepare for an anticipated increase in extreme weather events in 2025 and beyond. “This year has provided the starkest and most devastating evidence of the effects of fossil fuel-driven warming,” said Dr Friederike Otto, lead of WWA and Senior Lecturer in Climate Science at Imperial College London, according to ANI. “Extreme weather killed thousands, displaced millions, and caused unrelenting suffering.” The report revealed that human-caused climate change has contributed to an average of 41 additional days of dangerous heat worldwide in 2024. These days are characterised by temperatures in the top 10% of historical records (1991–2020), posing severe risks to public health. Of the 29 major weather events studied, 26 were found to have been intensified by climate change. According to ANI, these included catastrophic floods, hurricanes, and droughts, which collectively claimed at least 3,700 lives and displaced countless others. One of the deadliest events occurred in Africa, where floods in Sudan, Nigeria, and Cameroon resulted in over 2,000 deaths and displaced millions. The report warned that similar events could become annual occurrences if global warming surpasses 2 degrees Celsius, a threshold that could be crossed as early as the 2040s. In India, extreme rainfall in Kerala and its surrounding regions was among the 219 severe weather events analysed. Meanwhile, Hurricane Helene, which devastated six US states, was found to be 200 to 500 times more likely due to rising sea temperatures, leaving 230 people dead. As per ANI, the report also spotlighted a historic drought in the Amazon rainforest, made 30 times more likely by global warming. This crisis threatens the region’s role as a critical carbon sink and endangers its biodiversity. “Africa continues to bear the brunt of climate change despite contributing the least to global emissions,” said Joyce Kimutai, Research Associate at the Centre for Environmental Policy, Imperial College London. “In 2025, wealthy nations must begin honouring their climate finance commitments to help Africa adapt.” The report set out four urgent resolutions for 2025: faster adoption of renewable energy, enhanced early-warning systems, real-time tracking of heat-related deaths, and greater financial support for developing countries to combat climate change. According to ANI, Dr Otto emphasised, “The solutions have been in front of us for years. In 2025, every nation must intensify efforts to protect people from extreme weather by transitioning to renewable energy and halting deforestation.” As 2024 edges towards becoming the hottest year on record, scientists have called for immediate and unified global action to address the worsening climate crisis. 27 December,2024 01:20 PM IST | New DelhiThe Supreme Court on Friday raised concerns over the life and safety of farmer leader Jagjit Singh Dallewal, who is currently on an indefinite hunger strike, and directed the Punjab government to take all measures to ensure that he was given medical care, PTI reported. As per PTI, a vacation bench of Justice Surya Kant and Justice Sudhanshu Dhulia issued a notice to the government of Punjab on a contempt petition against its chief secretary for non-compliance with a top court order regarding medical aid to Dallewal. "If there is a law and order situation, you have to deal with it with iron hands. Somebody's life is at stake. You need to take it seriously. Medical aid has to be given and the impression is that you are not following it," the bench said. The apex court ordered the state government to file a compliance report by Saturday, when the bench will hear the matter again. Dallewal has been on an indefinite fast at the Khanauri border point since November 26 to press the Centre government to accept the demands of the farmers, including a legal guarantee of minimum support price for crops. Earlier this month, Amid ongoing Farmers’ protest, the Supreme Court on Friday expressed concern over the deteriorating health of Punjab farmer leader Jagjit Singh Dallewal, who is on a fast-unto-death protest at the Khanauri border for over 17 days, reported news agency PTI. A bench of Justices Surya Kant and Ujjal Bhuyan directed the Centre and Punjab government representatives to immediately meet Dallewal and provide him medical help and persuade him to break his fast-unto-death protest saying his life was precious. The bench asked Solicitor General Tushar Mehta and Punjab and advocate general Gurminder Singh to ensure that no force was used against Dallewal to break his fast-unto-death protest, unless it was imperative to save his life, reported PTI. "You both look into this issue immediately and ensure that it is resolved," the bench told Mehta and Singh, while advising that Dallewal could be shifted to PGI Chandigarh or nearby Patiala city for urgent medical intervention, if need arises, reported PTI. It asked the agitating farmers to adopt the Gandhian way of protests and temporarily suspend it or shift from the highways and instructed the high-powered panel constituted by it to meet the farmers. It further said that the "national flag shall also fly half-mast on the day of the funeral in all Indian missions and High Commissions of India abroad." Singh passed away on Thursday evening at the age of 92. Singh, the newly-appointed finance minister in the P V Narasimha Rao-led government, did it with great elan -- from facing journalists at a post-budget press conference and irate Congress leaders at the parliamentary party meeting who were unable to digest the wide-ranging reforms. Singh's historic reforms in 1991 not only rescued India from near bankruptcy but also redefined its trajectory as a rising global power. Singh made an unscheduled appearance at the press conference on July 25, 1991, a day after the presentation of the Union Budget "to ensure that the message of his budget did not get distorted by less-than-enthusiastic officials", Congress leader Jairam Ramesh writes in his book 'To the Brink and Back: India's 1991 Story' that recounts the fast-paced changes that took place after Rao became the prime minister in June 1991. "The finance minister explained his budget -- calling it 'a budget with a human face'. He painstakingly defended the proposals to increase fertiliser, petrol and LPG prices," Ramesh recounts in the book published in 2015. Ramesh was an aide to Prime Minister Rao during his initial months in office. Sensing the disquiet among the Congress ranks, Prime Minister Rao called a meeting of the Congress Parliamentary Party (CPP) on August 1, 1991 and decided to allow party MPs to "vent their spleen freely". "The prime minister stayed away and allowed Manmohan Singh to face the flak on his own," Ramesh writes, adding that two more meetings took place on August 2 and 3, in which Rao was present throughout. "In the CPP meetings, the finance minister cut a lonely figure and the prime minister did nothing to alleviate his distress," Ramesh recounts. Only two MPs -- Mani Shankar Aiyar and Nathuram Mirdha -- backed Manmohan Singh's budget wholeheartedly.
