Mumbai local train updates: Brace for block on Western line on Sept 25-26

The Western Railway in its latest Mumbai local train updates said that it will operate a mega block between Goregaon and Kandivali stations on the intervening night of Wednesday, September 25, and Thursday, September 26, for three-and-a-half hours to facilitate the construction of the sixth line between the two stations. The block will be undertaken on Up and Down Fast lines as well as the fifth line from 12.15 am to 4.45 am, a press release issued by Vineet Abhishek, the Chief Public Relations Officer of Western Railway, stated. During the block, all the trains on the Up Fast line and the fifth line will run on the Up Slow line between Borivali and Goregaon/Andheri, stated the Western Railway's latest Mumbai local train updates.  The block will lead to cancellation/short termination of some suburban trains during this period. The list of cancelled/short terminated trains has been given below. Passengers will also get the information from the station masters. "Passengers are requested to please take note of the above arrangements," the Western Railway press release stated. On Monday, the Western Railway had said that it has been proposed to construct a skywalk on platform no 4 of Kandivali station as a part of the revamp work under Mumbai Urban Transport Project (MUTP)-IIIA being carried out by Mumbai Railway Vikas Corporation (MRVC). For this, the existing staircase of south end FOB needs to be dismantled. The same will remain closed from 1st October, 2024. Inconvenience caused is highly regretted by WR, the Western Railway statement said. In an another official statement on Sunday, the Western Railway, while sharing Mumbai local train updates, said that it will operate a mega block of over 6 hours on intervening night Sept 23 and 24. In an official statement, the Western Railway said that to facilitate the construction of the 6th line between Goregaon and Kandivali stations, a major block of 6.30 hours will be taken on the 5th line and on UP Fast line from 23.00 hrs to 05.30 hrs during the intervening night of Monday and Tuesday, i.e. on 23rd/24th September, 2024. According to a press release issued by Vineet Abhishek - Chief Public Relations Officer of Western Railway, during the block, all UP Fast line trains will run on the UP Slow line between Borivali and Andheri from 23.00 hrs to 03.30 hrs. Due to this block, few suburban trains will be affected and will be cancelled/short terminated during the block period. Some trains would be cancelled or short terminated during the block period "Further details to this effect is available with concerned Station Masters. Passengers are requested to please take note of the above arrangements," the WR statement said on Sunday.

BMC to undertake Tansa pipeline work, water supply in some parts of South Mumbai

The civic body will undertake the repair work of the Tansa (East) pipeline at Senapati Bapat Marg in G North division, owing to which the 1, 450-mm diameter main water line will be closed from 10 pm on Thursday, 26th September, to 5 pm on Friday, 27th September. The repair work will be carried out for 19 hours. Therefore, during this period, the water supply in some areas of G South and G North divisions will be closed, while the water supply will be partially affected in some areas.   The Brihanmumbai Municipal Corporation (BMC) has appealed to residents to use water judiciously. The full details of the affected areas as as follows: G South Water supply will be stopped at Currey Road, Sakharam Bala Pawar Marg, Mahadev Palav Marg, Lower Parel, Delail Marg, BDD Chawl. These areas receive water from 4.30 am to 7.45 am every day. Supply will be stopped at NM Joshi Marg and BDD Chawl areas which receive water from 2.30 pm to 3 pm on other days. Prabhadevi, Adarsh Nagar, P Balu Marg, Hatiskar Marg, Marathe Marg, Pandurang Budhkar Marg, Senapati Bapat Marg, NM Joshi Marg, and Ganpatrao Kadam Marg areas which receive water from 4 pm to 7 pm on other days will face 33% water cut on September 26 and 27. G North Senapati Bapat Marg, Veer Savarkar Marg, Gokhale Marg, Kakasaheb Gangil Marg, Sayani Marg, and Bhawani Shankar Marg, which receive water from 4 pm to 7 pm will also face 33% water cut. Meanwhile on Tuesday, BMC said the water levels in Mumbai's seven reservoirs, which supply the city with potable water, have reached 98.29 per cent. Based on data from BMC, the combined water stock of the Mumbai lakes stands at 14,22,634 million litres at present, or 98.29 per cent of their capacity. Mumbai gets its water from the Upper and Middle Vaitarnas, Bhatsa, Tansa, Vihar, Tulsi, and Modak Sagar. The civic body's data on the Mumbai lakes indicates that Tansa's water level is 97.64 per cent. 91.70 per cent of the water stock is accessible at Modak-Sagar. In Middle Vaitarna 99.09 per cent, Upper Vaitarna 99.36 per cent, Bhatsa 98.97 per cent, Vihar 100 per cent and Tulsi 100 per cent of useful water level is available.

CM Eknath Shinde chairs MMRDA meeting; Backbay Reclamation plan gets mega push

The Mumbai Metropolitan Region Development Authority (MMRDA) convened its 158th authority meeting on Tuesday, September 24. It was chaired by Maharashtra Chief Minister Eknath Shinde. The meeting saw several key decisions aimed at enhancing connectivity, infrastructure, and economic development within the Mumbai Metropolitan Region (MMR) and also focused on vital urban projects and the revision of development plans for strategic zones such as Backbay Reclamation. Some of the key decisions taken in the meeting are as follows: Backbay Reclamation Development Plan Revision A revised draft development plan for the Backbay Reclamation Scheme (Blocks III to VI) was presented, prepared under Section 26 of the Maharashtra Regional and Town Planning Act, 1966. The revision takes into account ongoing projects by other government and non-government organisations in the area, including slum rehabilitation and metro projects. The draft plan divides the area into residential and commercial zones, with special attention to natural features such as beaches and mangroves. It includes the expansion of the New Legislative Building and the introduction of new link roads, among them a proposed connectivity between Netaji Subhashchandra Marg and Jagannath Bhosle Marg. Additionally, a dedicated marina for tourism is proposed, which will include ports for small boats and yachts to boost tourism in the area. Access-Controlled Highway from Badlapur to Virar-Alibaug Multimodal Corridor Administrative approval was granted for the preliminary alignment report of an access-controlled highway connecting Kalyan, Dombivli, Ulhasnagar, Ambernath, and Badlapur with Mumbai and Navi Mumbai. The project, estimated at Rs 10,833 crore, aims to cut travel time between these cities and Mumbai to 60 minutes and Navi Mumbai to 30 minutes. The highway will provide direct connectivity to the upcoming Navi Mumbai International Airport and Navi Mumbai Airport Influence Notified Area (NAINA), while also reducing congestion in Thane and the nearby highways. The project will feature an eight-lane divided carriageway with service lanes, ensuring a design speed of 80 km/hour. Major interchanges are proposed with key roadways, including the Mumbai-Vadodara Spur, Katai-Badlapur and the Kalyan Ring Road. Allotment of Land for NPCI at Bandra Kurla Complex (BKC) The Authority also approved the allotment of a commercial plot at BKC for the construction of a new administrative office for the National Payments Corporation of India (NPCI), which is a key player in India’s digital payment infrastructure. This will benefit from a built-up area potential of 5 lakh square feet and the initiative aligns with the government's focus on promoting fintech and digital innovation in Mumbai. Implementation of Economic Master Plan for MMR As a part of the broader vision to develop the Mumbai Metropolitan Region into a global economic hub, the authority gave administrative approval for the formation of a dedicated 'Project Implementation Unit' and a 'Business Development Cell' to execute the region's Economic Master Plan. This ambitious roadmap, jointly developed by  National Institution for Transforming India (NITI) Aayog and the Maharashtra Government, will position MMR as a central growth hub in India. Economic Master Plan to create opportunities for businesses, residents: CM Eknath Shinde The authority also granted initial budgetary approvals of up to Rs 100 crore for 2024-25 to kick-start the execution of this master plan. "MMRDA’s initiatives reflect the government’s commitment to improving urban infrastructure, enhancing connectivity, and promoting economic growth in the region. The proposed developments, especially those related to transport and tourism, will bolster Mumbai’s standing as a dynamic global city and economic powerhouse," the authority stated in a press release. Shinde reiterated the region's potential during the meeting, and stated, "MMR holds a critical position in India's economic landscape. Through strategic planning and collaborative efforts with global entities such as the World Economic Forum, we will ensure that Mumbai continues to thrive as a global city. This Economic Master Plan will guide us towards sustainable development, creating opportunities for businesses and residents alike. Also, this revised development plan reflects a careful balance between modernisation, environmental conservation, and the socio-economic needs of the local population. Proposals such as the new legislative building and the ‘Marina’ tourism project, will bring significant benefits to the region without disrupting the livelihoods or ecology of the area." MMRDA Metropolitan Commissioner Dr Sanjay Mukherjee emphasised the authority’s commitment to sustainable and inclusive urban development. "We are focused on creating a balanced approach to growth that integrates infrastructure development, environmental conservation, and the well-being of local communities. The revised development plans and major connectivity projects, such as the Backbay Reclamation and the access-controlled highway, are critical to shaping the future of MMR. Our vision is to enhance connectivity, promote economic growth, and ensure that every project respects the natural and social fabric of the region," he said.

Video shows mice on prasad packets of Mumbai's Siddhivinayak temple; probe on

Talking to PTI on Tuesday, Shiv Sena leader and SSGT chairperson Sada Sarvankar said, "Lakhs of laddus are distributed daily, and the place they are prepared is clean. The video shows a dirty place. I can see it is not of the temple and has been shot somewhere outside." The purported video shows mice on torn packets of laddus kept in a blue tray. "We will check the CCTV, and an officer of DCP rank will be appointed to conduct an inquiry. Action will be taken against whoever is found guilty," he said. Speaking at a press conference earlier, Sarvankar said the temple makes every effort to ensure the prasad is prepared in a clean place."Ghee, cashew and other ingredients are first sent for testing at the Brihanmumbai Municipal Corporation's lab and used after approval," he said, adding that even water is tested at the lab. "This means we pay full attention to ensure that the prasad given to devotees is pure," he said. The video has come amid the ongoing controversy over Tirupati laddus. CIDCO Chairman reviews Navi Mumbai International Airport project work

City And Industrial Development Corporation Of Maharashtra Ltd (CIDCO) Chairman Sanjay Shirsat visited the Navi Mumbai International Airport project site and reviewed the current status of the project. He was accompanied by CIDCO's Vice-Chairman and Managining Director Vijay Singhal, Joint Managing Directors Shantanu Goel and Dilip Dhole, Chief General Manager (Transport & Airport) Geetha Pillai, Chief Engineer (Navi Mumbai International Project and Special Projects) Sheela Karunakaran and other officials related to the project. “The Navi Mumbai International Airport, which is being implemented by CIDCO, is an important project from a national perspective. It is the largest greenfield airport in the country. The airport is planned to handle 90 million passengers and 2.5 tonnes of cargo per year. Navi Mumbai International Airport will have two parallel runways and two full-length parallel taxiways for separate movement of the aircraft. The concessionaire company NMIAL has taken the development of the airport, which is being developed through a public private partnership. The pre-development works have been completed and the actual airport work has started. Recently, the signal test and instrument landing system test were successfully conducted by the Airport Authority of India at the project site. The Navi Mumbai airport, which will be called the DB Patil International Airport, has been assigned a three-letter code ‘NMI’ by the International Air Transport Association (IATA). The airport will adopt the code once it becomes operational. “The assignment of the IATA code is a crucial step in the airport’s journey towards completion. The code will uniquely identify the airport in the global aviation network, enabling airlines and passengers to easily identify and access the facility once it is ready for operations,” said a DGCA official had earlier told midday.

HC: Mumbai hospital trustee's plaint against bank is bid to avoid paying dues

The Bombay High Court (HC) has held that Lilavati Hospital's trustee, who had claimed that harassment by HDFC Bank led to the death of his father, made the allegations to avoid the payment of dues, news agency PTI reported. The HC's division bench, comprising Justices Bharati Dangre and Manjusha Deshpande, said that filing the complaint before the state minorities commission was "nothing but an attempt to wriggle out of responsibilities". During the judgment, which was passed on September 18, the court quashed the commission's show cause notice issued in July to the bank as well as its managing director and chief executive officer (CEO), directing them to appear before it on August 1. The commission was hearing a complaint filed by Rajesh Mehta, the permanent trustee of the Lilavati Kirtilal Mehta Medical Trust, which runs the Lilavati Hospital in Mumbai. Mehta had alleged severe harassment and mental torture by senior management and the recovery department of the bank to him and his father and and the hospital's founder, Kishor. Mehta had claimed that the bank was in collusion with certain erstwhile trustees of the Mumbai hospital. The bank's senior management kept the sword of arrest hanging over Kishor, leading to his untimely death on May 20, alleged Mehta. The Mehtas belong to the minority Jain community. Bombay HC slams minorities' commission The bank, in its plea in the court, challenged the commission's notice and refuted the allegations. It said that the complaint before the commission was filed only to circumvent the recovery proceedings it had initiated. The court conceded and said that the complaint filed by the Mumbai hospital trustee was "nothing but an attempt to short-circuit the procedure adopted by the HDFC Bank against its borrowers and to face an action as a debtor, who was jointly and severally liable to pay an amount of Rs 14 crore". "On the pretext that since he (Rajesh Mehta) is a member of the Jain community, he cannot knock on the doors of the Commission and get orders passed," the bench said. HC noted that if a liability of recovery of dues is fastened upon the complainant, he cannot take benefit of being a member of a minority community to wriggle out of the same. It also slammed the commission and said that it had acted beyond its jurisdiction by issuing notice to the bank. The court quashed the show cause notice issued to the HDFC Bank's managing director and CEO. The bench stated that the notice was issued "without jurisdiction and was in violation of the principles of natural justice". The judges also noted that the commission is empowered to make recommendations to ensure effective implementation and enforcement of all safeguards provided in the Constitution, laws enacted by the Parliament and the state legislature and those contained in the policies and schemes for minorities. It was "really doubtful" whether the provisions of the Maharashtra State Minorities Commission Act intended to cover an individual complaint like the present one, the bench stated. In 2020, the recovery officer passed an order directing the civil imprisonment of Mehta and Kishor, which the courts confirmed, and an arrest warrant was accordingly issued last year against the trustee, the court said. It further noted that the Mehta family had filed 15 proceedings on the issue before a civil court, HC as well as the Supreme Court. "When Mr Mehta (Rajesh Mehta) was unable to taste success in either of the proceedings, to short circuit the payment of the amount due under the recovery certificate and to avoid arrest, the present complaint was filed before the Minorities Commission," HC observed. The court also restrained the commission from proceeding with the complaint by summoning the petitioners (bank).  (With PTI inputs)

Maharashtra Assembly elections: Ex-Mumbai cop Vasant Dhoble to contest polls

Retired Assistant Commissioner of Police (ACP) Vasant Dhoble, better known as the 'Hockey stick man', is set to enter politics by contesting the upcoming Maharashtra Assembly election. He is already in touch with the Bharatiya Janata Party and as well as Shiv Sena (Uddhav Balasaheb Thackeray). Dhoble has confirmed his entry into politics, but has not decided on the party yet. He was requested by the merchants association, traders' associations and certain residents groups to fight the polls. Dhoble will be the second cop after former Mumbai Police Commissioner Sanjay Pandey to enter politics in the upcoming elections. The 67-year-old, six-foot tall cop retired from service in 2015. On September 19, another former senior cop, Sanjay Pandey, joined politics. The former Mumbai Police Commissioner, who was arrested in 2022 in the National Stock Exchange (NSE) co-location case, joined the Congress ahead of the Maharashtra Assembly elections. He was inducted into the Congress by its Mumbai unit chief and Lok Sabha Member of Parliament (MP) Varsha Gaikwad at the party office in south Mumbai, news agency PTI reported. Calling himself a 'secular-minded' person, the retired Indian Police Service (IPS) officer, who briefly served as the acting Maharashtra Director General of Police, maintained that no other political party, except the Congress, follows secular ideology. Expressing confidence about the opposition Maharashtra Vikas Aghadi (MVA) coming to power in the state after the assembly polls, Pandey noted that under its rule, common citizens will not have to fear anything. "As a retired police commissioner, I can say how false cases were filed against me," he said. The retired 1986-batch IPS officer was arrested in 2022 by the Enforcement Directorate (ED) in connection with a money laundering case linked to the alleged illegal phone tapping of NSE employees. Pandey, probed in the case in connection with a company founded by him, was later granted bail. He served as Maharashtra's acting DGP and later as Mumbai Police commissioner when the MVA government, headed by Uddhav Thackeray, was in office. He was accused by the Bharatiya Janata Party (BJP), then in the opposition, of conspiring with the MVA government to implicate its leaders in false cases.

The first look of Mumbai's first underground Metro Aqua Line 3, connecting Aarey and BKC, was unveiled on Tuesday. The phase one of the Metro Aqua Line 3 between Aarey and BKC, slated to open on October 4, may open without the two airport stations on the line. Grant Road, Mumbai Central (also close to the MSRTC bus depot) and about a 10-minute walk from Dadar station. At Mahalaxmi, the line is close to the Monorail station and at BKC integrates with the Mumbai Metro Line 2-B and with Metro Line 1 with the Mumbai Metro Line 1. The key project is set to improve and facilitate transportation in the city. The trains will operate at a frequency of about three-four minutes, ferrying approximately 2,500 passengers on each train, which will be of eight coaches. The system is designed to run the train at a two-minute frequency by simply procuring and introducing additional trains.   Mumbai Metro Line 3 Route Map Apart from easing commutes, the metro line will link six major employment and business hubs: Nariman Point, Cuffe Parade, Fort, Lower Parel, BKC, and SEEPZ/MIDC. It will also provide access to over thirty educational institutions, fourteen religious sites, thirteen hospitals, and over thirty recreational facilities. Importantly, it will improve connectivity to underserved areas like Kalbadevi, Girgaon, and Worli. Mumbai Metro Line 3 Stations Stations on this line include Cuffe Parade, Vidhan Bhavan, Churchgate, Hutatma Chowk, CSMT, Kalbadevi, Girgaon, Grant Road, Mumbai Central, Mahalaxmi, Science Museum, Acharya Atre Chowk, Worli, Siddhivinayak, Dadar, Shitladevi, Dharavi, Bandra Kurla Complex (BKC), Vidyanagri, Santa Cruz, CSIA Terminal 1 (Domestic Airport), Sahar Road, CSIA Terminal 2 (International Airport), Marol Naka, MIDC, SEEPZ, and Aarey Colony (the only at-grade station). About Metro Line 3 Once fully operational, this 33.5-km line between Colaba and Seepz is expected to serve an estimated daily passenger capacity of 1.7 million. It will connect with eight railway stations, the MSRTC bus depot, and Metro Yellow Line 2B and Blue Line 1. Out of 27 stations on the line, 26 will be underground. Mumbai Metro Rail Corporation Ltd (MMRCL) currently has a fleet of 19 rakes, which is sufficient to operate Phase 1 of the metro. Once operational, the Aqua Line is expected to offer 260 services daily, accommodating approximately 1.7 million passengers. MMRCL is also focusing on integrating multi-modal connectivity at stations, which includes connections to other public transport modes, improved footpaths, seating arrangements and foot over bridges to enhance last-mile connectivity. The project will provide connectivity to six major business and employment centres, including Nariman Point, Cuffe Parade, Fort, Lower Parel, BKC and SEEPZ/MIDC. According to authorities, the line will provide easy access to more than 30 educational institutes, 13 hospitals, 14 religious places and 30recreational facilities as well as to areas which are not connected with the suburban rail network, such as Kalbadevi, Girgoan, Worli, and the international and domestic airports. The state has generated employment opportunities for around 15,000 people during the construction of the metro line and 2,000 jobs in the post-construction phase. Features of Mumbai Metro-3 In a press release issued by the Mumbai Metro Rail Corporation, it has stated the train has features such as 'twin-booted low vibration track - high attenuation'system to mitigate system induced noise and vibrations in the buildings on-ground. The trains are also equipped with driverless technology which will help in achieving uninterrupted services even during heavy monsoons. This corridor will lead to reduction in vehicular trips by 6.65 lakh per day. It will also facilitate reduced fuel consumption by 3.54 lakh liters/day and cut down road traffic by 35% along with reduction in noise pollution. Further, the trains will be equipped with fire and smoke detectors as well as fire extinguishers on each coach. The voice communication facility will enable communication between passenger and controller in case of an emergency while the regenerative braking system will result in saving about 30% electric energy and also reduce the wear and tear of wheels, brake blocks. The smart LED lighting system with automatic light control feature will also reduce energy consumption. Passengers will be asked to scan their baggage and security personnel will also frisk the commuters before boarding the trains to ensure safety. The stations and trains will be under 24X7 surveillance of CCTV cameras. The authorities also said that trespassing is not possible. The stations and platforms would be well-lit and there will be segregated space allocation for women passengers on the trains.  The barrier-free design will facilitate better accessibility for persons with disabilities (PwDs) and the stations will have retail areas, washrooms with baby diaper-changing facilities and signages in two-three languages.

Mumbai weather update: Very heavy rainfall expected at some places

The Indian Meteorological Department (IMD) has issued a yellow alert and predicted "Heavy to very heavy rainfall and thunderstorm with lightning & gusty winds at isolated places" for the city in its latest Mumbai weather update. The rains are likely to subside by Friday and Saturday, IMD stated in its latest Mumbai weather update, and issued green alert for the city for the weekend.  Thane and Palghar districts have also received yellow alert. IMD has predicted "Heavy to very heavy rainfall and thunderstorm with lightning & gusty winds at isolated places" for the two districts in its latest weather update.   Early on Tuesday, most parts of Mumbai and Thane witnessed thunder and lightning, accompanied by heavy showers. By morning, the rains had subsided.  In the wee hours of September 24, Mumbaikars were woken up by thunderstorms and lightning as rains made a comeback in the city after weeks-long hiatus. The rains lashed several parts of the city; according to the India Meteorological Department (IMD), Colaba observatory recorded 16 mm rainfall however, the Santacruz observatory recorded a rainfall of 75 mm.  Several took to social media to share their captures of the thunder and lightning. While some netizens advised people to be safe, many claimed that the thunders were so loud that they kept everyone up through the night. "Thunderstorms hit Mumbai. Loud enough to keep you awake," a user had written sharing a video of the incident.  A user who goes by the name Mumbai Nowcast on X (formerly Twitter) shared videos of the thunder and lightning and wrote, "Those who did not get Cold Play tickets, it was a fantastic Light show yesterday with the highest possible beats! Lightning fell on my tower. Hear the sound. Soo frightening!" Meanwhile, on Tuesday, the temperature in the city is likely to be around 32 degrees Celsius, the IMD website stated in its latest Mumbai weather update. The Brihanmumbai Municipal Corporation (BMC) said that a low tide of 1.33 metres is expected at 10.03 pm. Tomorrow, a high tide is predicted at 5.28 am with a height of 3.53 metres and low tide at 12.12 am at 2.38 metres.

German Consulate urges student visa applicants to prepare for possible delays

The German Consulate has issued a notice to student visa applicants, advising that some students may not secure appointments before the official start of the winter semester. The consulate is working hard to expedite visa applications but cautions that delays may arise owing to high demand. Students who have received appointment slots in October must submit either a Certificate of Enrolment (Immatrikulationsbescheinigung) from their German university or a confirmation letter from the university stating that they are permitted to begin the winter semester after the official enrolment deadline, the consulate said. This letter is intended for future candidates who are already on the waiting list since the consulate continues to support students with their study plans despite the hurdles. Maharashtra student union withdraws plea for Mumbai Senate Election stay

In a new development on Tuesday, the Maharashtra Student Union (MASU) withdrew its petition that sought a stay on the Mumbai Senate election. The petition, which challenged the validity of the election process and called for a postponement, was addressed in a hearing held at the Supreme Court.  On Monday, MASU approached the apex court, alleging irregularities in the voter registration process for the senate elections and demanding a probe. Despite the union’s plea, the court did not halt the election process, scheduling the hearing for Tuesday, the same day voting was set to take place. During the proceedings, sources indicate that when the court questioned how a suspension could be requested while voting was already in progress, MASU’s counsel responded by announcing their decision to withdraw the petition. The Supreme Court refused to intervene, asserting that there was no legal ground to entertain the petition, given that the election process was already underway at polling centres across Mumbai University’s jurisdiction.  Siddharth Ingale, president of the Maharashtra Student Union, had originally filed an online petition seeking the postponement of the elections for the Mumbai University Registered Graduates Constituency. Ingale had claimed that the election was being driven by political motives rather than the interests of students. In the petition, Ingale stated, “The elections are more focused on political parties rather than student interests. There is a sharp decline in voter registration, which indicates deeper issues within the election process. We are seeking a stay on the elections and an inquiry into the process.”  As of now, Ingale has not commented on the latest developments following the withdrawal of the petition.
