Mumbai: BMC gets 117 suggestions on eligible hawkers’ list

The BMC has received 117 suggestions/objections about the published list of 32,407 eligible hawkers in the city. The suggestions will be scrutinised at ward levels within two weeks and the final report will be tabled in the Town Vending Committee (TVC). The final list will be sent to the labour commissioner for the election of representatives of hawkers who will be included in the TVC.


This progress in the scheme to give licences to hawkers in the city comes after six years. On June 15, the BMC published on its website a list of 32,407 people who had completed the street vendor certification process as per the criteria. The deadline for submitting suggestions or objections to the ward offices concerned was July 14. “We have received 117 suggestions at ward levels, maximum from Borivli. The scrutiny is on at the ward level and they are supposed to send the report within two weeks. Then we will table the compiled data to the current TVC  and after approval, it will be sent to the labour commissioner,” said Sanjyog Kabre, deputy municipal commissioner.



The labour commissioner will hold the election to select hawkers’ representatives for the Town Vending Committee which has to play a crucial role in implementing the long pending hawkers’ policy. Allotting licences and pitches to hawkers is also a part of it.


Shashank Rao, president of Mumbai Hawkers’ Union, said that the union objected that the list is not as per rule and demanded to scrap it. “As per the act, the survey has to be conducted every five years, the previous survey was conducted six years ago. So a fresh survey needs to be done now,” said Rao.

As per the provisions of Street Vendors (Protection of Livelihood and Street Vending Exchange) Act 2014, Maharashtra Street Vendors (Protection of Livelihood and Regulation of Street Vending) (Maharashtra) Rules, 2016 as well as the direction of the high court, the BMC carried out a survey in 2016. In the meeting held on May 3, the City Street Vendor Committee approved displaying the list of street vendors.
