WR fixes its AC local train fleet efficiently with 80/20 rule

The principles of a 19th century Italian polymath, Wilfried Fritz Pareto, have been put to use by the Western Railway to fix its fleet of AC local trains by drawing up a Reliability Action Plan (RAP). The Pareto principle, also known as 80/20 rule, states that for many outcomes, roughly 80% of consequences come from 20% of causes (the "vital few"). Pareto also contributed to the fields of sociology and mathematics. The Pareto principle is the basis for the Pareto chart, one of the key tools used in total quality control and Six Sigma techniques. Incidentally, Pareto's first job was with the state-owned Italian Railways. “Based on the Pareto principle, the failures of the AC train fleet were plotted in descending order and execution of the RAP was started from failures having most significant impact on reliability and services. It is pertinent to mention that the results were remarkable and a significant reduction in line failures were witnessed leading to a marked improvement in commuter satisfaction,” Western Railway Chief Public Relations Officer Vineet Abhishek said. “Developing a robust RAP involves post root cause analysis, along with a clear understanding of the challenges ahead with a multi - dimensional approach aimed at addressing each identified issue systematically and permanently,” he said. “Currently, Western Railway is running 96 AC local services with seven trains. For an efficient upkeep & maintenance of these AC trains and to tackle this issue head-on, a RAP has been devised by the team of local train carshed at Mumbai Central, Kandivali and Virar to address the failures in Air-conditioned rakes. Through rigorous testing and data analysis of all AC local trains, key factors contributing to the failures were identified. After critical analysis of the failures, they were classified into different heads and subheads. Some of the major concerns which were addressed were pertaining to Roof Mounted Package Unit (RMPU), traction motors, automatic door closure) and the trains electrics and equipment from Bharat Heavy Electricals Limited (BHEL). Due to such diligent analysis, strategic planning and collaborative effort, the failures in AC rakes have significantly reduced,” he said.

Mumbai: BMC cracks down on tobacco vendors near schools, colleges

The Brihanmumbai Municipal Corporation (BMC) on Tuesday launched a crackdown on vendors selling tobacco products near schools and colleges, and seized 93.5 kilograms of such items, reported the PTI. According the PTI, in a release, the civic body said the team of the F (North) ward office conducted raids and shut down four establishments - one tobacco shop and three makeshift hawking stalls. The ward office formed two teams to conduct raids at various locations, including MHADA Colony in Koka Nagar, Priyadarshani School, S K Royal School, Sadhana School in Shivaji Nagar, Ruiya College and Podar College in Matunga, Veermata Jijabai Technological Institute (VJTI) in Five Gardens, and Maheshwari Udyan, it said. The BMC seized 93.5 kg tobacco products, including cigarettes, bidis, gutkha, and other tobacco-containing substances, the release said, as per the PTI. Section 4 of the Tobacco Control Act, 2003 prohibits the sale or possession of tobacco products in the vicinity of schools, colleges, and other educational institutes, and the drive is part of the BMC's ongoing efforts to make school and college premises tobacco-free, it added. Gokhale bridge, Barfiwala connector to open on Thursday Though the BMC missed the deadline for reopening of Gokhale bridge and Barfiwala connector on July 1, it was opened by someone who removed the barricades on Monday morning. Vehicles were plying on the section for a few hours till the BMC closed it once again to complete the remaining work. Meanwhile, the BMC cleared the load-bearing test and assured the bridge would be reopened on Thursday by 5 pm. The misalignment of the Barfiwala connector with the newly built Gopal Krishna Gokhale Bridge, had become a national topic of discussion. The realignment work started on April 12 and was supposed to be completed by Monday.  After much back and forth, the BMC had decided to match the alignment of bridges rather than go in for reconstruction of the flyover. Though it was pretty clear that the connector was not going to open on Monday (mid-day published a report on Sunday), residents and commuters were surprised to see it open on the first day of the week. Many enthusiastic commuters took videos and uploaded them on social media. “I think someone removed the barricades placed by the BMC at the entry point of the Barfiwala flyover. After a while, BMC employees closed it for traffic,” said a resident. The Lokhandwala Oshiwara Citizens Association also put up a message in this regard on X, stating that the BMC had not opened the Barfiwala flyover, but someone had mischievously removed the barricades which were put back in place by the BMC. Mumbai college that banned hijabs bars students from wearing T-shirts, torn jean

The Chembur Trombay Education Society's N G Acharya and D K Marathe College barred students from wearing torn jeans, T-shirts, "revealing" dresses and jerseys, or a dress that reveals religion or shows "cultural disparity", reported PTI. Earlier, the same college had issued a ban on hijab creating headlines. In the notice issued on June 27, the institution said that students should wear a formal and decent dress while on campus. As per the PTI report, the notice said that students can wear a half or full shirt and trousers. Girls can wear any Indian or western outfit, it said. The order was issued after the Bombay High Court declined to intervene in the college's decision to forbid the hijab, burka, and naqab on its property on June 26. The court noted that the regulations in question do not infringe upon the fundamental rights of the students. "Students shall not wear any dress which reveals religion or shows cultural disparity. Nakab, hijab, burka, stole, cap, etc shall be removed by going to the common rooms on the ground floor and then only (students) can move throughout the college campus," the notice said. "Torn jeans, T-shirts, revealing dresses and jerseys are not allowed," it said. As per the PTI report, students belonging to the Muslim community from Shivaji Nagar, Govandi and Mankhurd areas are enrolled at the college, located in Chembur. Subodh Acharya, general secretary of the college governing council, said no notice with new directives has been issued by the college, referring to a circular issued by the institute earlier this year. "The notice is not new. We are only asking students to follow the dress code which states not to wear revealing clothes. We are also not asking students to wear sarees or attire of any particular colour," he said. "Students can come to college wearing a hijab or burka, change it in the college common room and then do their work," college principal Vidyagauri Lele said, reported PTI. Last month, the students moved the high court, challenging a directive issued by the college imposing a dress code under which they cannot wear hijab, naqab, burka, stoles, caps and badges inside the premises. The HC on June 26 said a dress code is meant to maintain discipline which is part of the college's fundamental right to "establish and administer an educational institution". The dress code was applicable to all students irrespective of religion or caste, the high court said, dismissing a petition filed against the ban by nine girl students.

Rahul did not insult Hindutva: Uddhav Thackeray backs Cong leader amid row

Shiv Sena (UBT) chief Uddhav Thackeray on Tuesday defended Rahul Gandhi, whose speech in the Lok Sabha targeting the BJP has kicked up a row, stating that the Congress leader did not insult Hindutva, reported news agency PTI. Uddhav Thackeray said the Leader of Opposition in the Lok Sabha did not utter a single word against Hindutva during his speech in Parliament. "I have heard Rahul Gandhi's speech. None of us will insult Hindutva and we will not tolerate that. This includes Rahul ji. Rahul ji said BJP is not Hindutva. I have stated very clearly that I have abandoned BJP, not Hindutva," Thackeray told reporters in Mumbai, reported PTI. "He (Gandhi) was trying to show a photo of Lord Shiva, but even that was banned. Is this Hindutva? I don't think Rahul ji insulted Hindutva. Our Hindutva is pious," he added, reported PTI. In his first speech as the leader of opposition in the Lok Sabha, Gandhi on Monday launched a no-holds-barred attack on the BJP, accusing the leaders of the ruling party of dividing people on communal lines. Certain remarks he made during a discussion were later expunged. Meanwhile, Shiv Sena (UBT) chief Uddhav Thackeray said the decision to suspend Ambadas Danve, the Leader of Opposition in the Maharashtra legislative council, was one-sided and a pre-planned conspiracy, reported PTI. Talking to reporters, Thackeray said Danve was not given any opportunity to present his side before being suspended. Thackeray said, as the chief of the Shiv Sena (UBT), he was apologising for the remarks made by Danve if it hurt women, but asked what action was taken against the Bharatiya Janata Party (BJP) and Shiv Sena leaders for making such comments outside the House, reported PTI. "There was a need to discuss the resolution (to suspend Danve), but there was no discussion on it," he said, reported PTI. He said the suspension was done to overshadow the victory of his party in the legislative council polls. Shiv Sena (UBT) candidates Anil Parab and Jagannath Abhyankar won from the Mumbai Graduates and Teachers constituencies respectively. "The conspiracy (to suspend Danve) was a planned conspiracy," Thackeray said, reported PTI. "Whatever you (government) do is democracy and act by us (opposition) a crime," he added, taking a dig at the government, reported PTI. He said the suspension was done at a time when the opposition had begun to dissect the state budget. The Maharashtra legislative council on Tuesday suspended Danve for five days on the grounds of using abusive language in the House. Danve was accused of using abusive language against BJP legislator Prasad Lad during a discussion in the Upper House of the state legislature on Monday evening. Lad had demanded a resolution condemning Congress MP Rahul Gandhi's 'not Hindus' remarks in the Lok Sabha, which elicited a sharp reaction from the Sena (UBT) leader, reported PTI. On Tuesday, Parliamentary Affairs Minister Chandrakant Patil tabled a motion to suspend Danve which was passed with a majority. (With inputs from PTI)
