Accusing the Election Commission of being biased towards the UPA, Shiv Sena executive president has said that the model code of conduct was meant only for the NDA and its allies. "UPA leaders have special rights to speak against L K Advani and on the Babri Masjid issue. The code of conduct is not violated when they speak against NDA," Thackeray said at a gathering at PM's council here yesterday.

"But if we speak about Ram Mandir and other issues related to civilians, then the cases of violation of code are registered against us, the Shiv Sena leader said. This is not called democracy, he asserted.

Commenting on Railway Minister Lalu Prasad's controversial road roller remarks against BJP candidate Varun Gandhi, Thackeray said that "the RJD chief should also be sent to jail".

The UPA has failed to fulfill the basic needs of the common man, the Shiv Sena executive president said. Noting that the number of farmers committing suicide had increased during Sharad Pawar's tenure as the Union Agriculture Minister, Thackeray said that the NCP chief knew only about IPL and cricket.

He said that it was unfortunate that despite being awarded death sentence by the Supreme Court, terrorist Afzal Guru was still to be hanged.
