The new rule will come into effect from Dec 15.

The circular further reads that all the staffers would be required to gather at the Sir Cowsaji Jehangir Hall (convocation hall) for the national anthem and the varsity song that would be sung under Dr Rajpal Hande, director, Board of College and University Development's supervision.

'A good move'
A university official, requesting anonymity, said, "The circular has been issued across all the registrar officials, asking them to inform the non-teaching staff about the new set of rules that will be observed from December 15. This move has been taken to improve the varsity's administration. It's a good move, but whether it will be extended to Kalina campus will be decided in the future. A similar circular was sent across all the colleges asking them to display the national anthem on notice boards for the students."

Why the move?
Dilip Karande, senate member, Mumbai University, said, "The government had passed an order long ago that all its offices should have biometric punching machines, then why is the MU not installing them? Who's going to assure that the entire non-teaching staff is present for the national anthem? One of the main reasons why the varsity is not installing biometric machines is because the VC himself doesn't come on time."
