Anil Mahabole, in charge of Azad Maidan division, has been accused of framing a senior cop and a fisherwoman in an extortion case
A high-level enquiry initiated against Assistant Commissioner of Police Anil Mahabole has brought in the public eye an instance of alleged frame-up. Mahabole has been accused of implicating a fisherwoman, Rahima Shaikh, and Senior Inspector Sanjeev Kokil of MRA Marg police station, in an extortion case by inappropriately filing an FIR against them. When that did not work out in his favour, he resorted to allegedly doctoring the FIR, and later arrested Shaikh for an older case. Sources say he had a grudge against Kokil, and Shaikh who is close to him.

According to a complaint lodged on December 13, 2010, Mahabole had visited the MRA Marg police station to file an FIR under Section 387 of the IPC against Shaikh, accusing her of demanding Rs 4 lakh from a man, as part of hafta vasuli on behalf of Kokil. Kokil, who was in-charge of the police station, was present at the time Mahabole filed the complaint, but the latter did not bother to inform him, as protocol demands. However, two days later, Mahabole realised his ploy to implicate Kokil had fallen flat. The FIR he had registered did not amount to a cognisable offence, and therefore, did not allow for the accused to be taken into police custody.

So he destroyed the complaint and registered the case under alternate sections, including attempt to murder and criminal intimidation. In other words, he fudged up the case papers by changing the statements to invoke sections associated with graver crimes and consequently, penalties.u00a0 MiD DAY is in possession of the FIR and the case paper wherein Mahabole intervened to add more sections.

Not a first
Shaikh, a fisherwoman, is a resident of Musafirkhana, near Manish Market. This wasn't her first run-in with Mahabole. Earlier, Mahabole, allegedly to settle personal scores, had arrested her from outside the Sessions Court in an eight-month-old case. The pending dispute involved her daughter-in-law who had accused her of assault and had registered an FIR against her in April 2010. However, the investigating officer's report reveals that at the time of the alleged assault, Shaikh was not with her daughter-in-law. She was at a dargah serving food to devotees, including a maulana. Incidentally, the grey market hub around Musafirkhana and Manish Market brings a windfall of an estimated Rs 4 lakh per month to officers who are interested in making quick money, insiders informed.
Motive
Sources revealed that Shaikh was just a scapegoat for Mahabole, who wanted to tarnish the image of Kokil because he allegedly had an axe to grind. As Mahabole took charge of the Azad Maidan division, he tried to implicate Shaikh since she was close to Kokil. When Kokil came to know of the illegitimate modifications done to the FIR, he immediately informed his superior, Additional Commissioner (south region) Naval Bajaj about how Mahabole had changed the crime report (number 353/ 2010) to suit his personal motives. Although Bajaj had sanctioned the investigation into the alleged breach by Mahabole, no action was taken.
Meanwhile, Mahabole arrested Shaikh for an older case. A frustrated Shaikh filed a writ petition in the Bombay High Court against her "illegal" arrest. On April 21, the court issued a notice to Mahabole to appear before a bench but he did not show up. The case was adjourned. Shaikh is currently out on bail. Mahabole did not respond to MiD DAY's repeated attempts to get in touch with him.
