Civic body says there has been barely any response from developers to build homes on TDR basis

In a bid to complete its pending infrastructure projects, the Brihanmumbai Municipal Corporation (BMC) has now decided to pay an additional Rs 1,610 crore to build 4,108 houses for project-affected people (PAP). This comes in view of hardly any response from developers to build homes for the PAP on the basis of transfer development rights (TDR). The corporation has a plan to eventually build 35,000 such houses in the city.

The BMC had allocated 5,550 homes in Mahul’s 72 buildings to the PAP, but they refused to stay in the area citing pollution and health hazards. The matter had reached the Supreme Court as well. Many of the infra projects are getting affected as the civic body does not have enough houses to shift the affected people. The BMC had initiated a plan to build 5,000 houses in each of the seven zones of the city for the PAP in 2019 in lieu of land and construction TDR.
“There was hardly any response as developers said that it won’t be feasible for them and asked for additional cost. Considering the current financial condition of the civic body, it has been decided that credit notes will be given instead of directly transferring money. They can use those to pay taxes or premiums in future. The credit notes are transferable, so the builders will get working capital to complete the project,” said a BMC official. The official further said that they got responses where the developer asked for a cost of R1.60 crore for a house. Hence, the BMC is currently looking at constructing houses in the suburbs.
As per the proposal sent to the BMC’s Improvement Committee, the administration has proposed to give a contract to build 4,000 houses at Chandivli to M/s DBS Realty at an additional cost of Rs 1,584 crore along with land and construction TDR of 23,405 square metre.
In another proposal, the administration plans to pay credit notes of Rs 27.10 crore to M/s MB Infraprojects to build 108 houses in Dahisar along with the TDR. The Dahisar houses are expected to be constructed within the next two years, while the Chembur project will need three years for completion.
