The original 'Teenage Mutant Ninja Turtles', which debuted way back in the 1980s, were supposedly intended as a parody of superhero comics. But that was then. Today the series appears to have lost it's tryst with humor, considerably. There's nothing satirical or remotely funny going on here.
Set one year after the events of 'Teenage Mutant Ninja Turtles', Shredder (Brian Tee) is in prison and Vern Fenwick (Will Arnett) is presented with a key to the city, recognized as the hero who saved New York. The Turtles still hide underground and April O'Neill (Megan Fox) is investigating the scientist Baxter Stockman (Tyler Perry) who she believes is working with Shredder.
So of course Shredder has to break free from his confines aided by an alien from another dimension, Krang (Brad Garrett) who offers the escape in order that Shredder help him and his war machine the Techodrome get to Earth. The turtles who seem to have gone into conflict with each other have to get back on track and help April and suspended New York cop Casey Jones (Stephen Arnell) to stop Shredder from retrieving the three parts of an alien device that could allow for inter-dimensional travel.

The plot is totally outlandish. Quite unbelievable really but then what would you expect in a scenario where turtles are ninjas and go about defending the city and it's people with a speed and alacrity uncommon to their genre type. So the implausibility in such shows of valor is a given. It's the lack of wit that is hard to overlook. The sci-fi action is sumptuous but not out of the ordinary. Everything seems like it's been done before. The CGI is pretty impressive in parts. The action is also incorporated quite seamlessly. This one is meant for children but even so the lack of joviality and fun is quite telling. The near 2 hour runtime also makes enjoyment unsustainable.
