Saudi woman cuts off TN maid's arms, VK Singh says knowledge of rules must

After a Saudi woman chopped off the arm of a 56-year-old maid from Mungileri village near Katpadi in Tamil Nadu, Minister of State for external affairs VK Singh on Friday said that knowledge of rules are a must for all the citizens before going to a foreign country.
