All one can see at the Andheri regional transport office (RTO), are serpentine queues of more than 1,000 people struggling to get their driving licences or renew them. Many submitted their documents more than a month ago but the RTO has not processed them.

According to the new rule, the RTO must send the licences by post to prevent applicants from giving false addresses. The RTO, however, claims that it is too short-staffed.

The RTO officials claim that they need at least 20 additional staff members for clearing and sending the pending files on time. "It's been two months since I applied for a licence. But I haven't received it yet," claimed S Shirsekar, a Borivli resident.u00a0"We have only 10 people to clear licence renewals," said a senior RTO official on condition of anonymity. The RTO is short by 105 employees, according to their records.u00a0
