New Delhi: The "deliberate" inaction of Ryan International School authorities that amounts to "gross criminal negligence" led to the death of six-year-old Divyansh Kakrora, the Delhi government has found in its magisterial inquiry into the case.

The development comes a day after the arrest of the principal and four other staff of the school located in south Delhi's Vasant Kunj area, and six days after the class I student was found dead in a water tank inside the campus that has triggered widespread outrage.

Vasant Vihar SDM Sonal Swaroop has highlighted a number of "glaring lapses" and "serious misconduct" issues in the handling of the incident by the school authorities in the inquiry report. The report, which has been submitted to the government, slammed the school authorities for allegedly carrying out a "campaign of misinformation" to malign the child's image by "insinuating" he was a special kid.

"This casts all the more aspersion on why the school emphasises on the child being hyperactive. Hidden motives on part of school management to camouflage the real reason cannot be ruled out," the report said. "School authorities also failed to perform their duty when the body of this kid was spotted. The swimming coach refused to rescue the kid from the water tank. All other staff also failed to respond and remained mute spectators. Prajwal Sehrawat, a class XI student, risked his life and entered the water tank," it said. Meanwhile, the father of the six-year-old, on Saturday alleged there were injury marks on his body including private parts and that the principal has threatened them to keep quiet over the issue. "I saw the body. There were some injury marks and cotton on his private parts. The principal has been threatening me since the beginning saying that keeping quiet will be good for me...," Ramheet Meena, the child's father, said, as he renewed the demand for a CBI probe. The aggrieved father also demanded that the licence or registration of the school be cancelled.

"We are demanding a CBI probe so as to know how my child reached that unapproachable place. Even after the body was found, they were discussing who is going to take out the body from the tank," claimed Meena, a paramedical staffer at AIIMS.
