Addressing a press conference here, BJP leader Jaswant Singh said the white paper was like a "bikini" which "hides the essential and reveals the unessential".
"It is a disappointing document... It is a missed opportunity towards taking a step towards cleansing the country's public life and regenerating vigour in our economy," he said.
"There is no quantification of black money; it does not give any names; nor does it give steps the government will take to bring the money back," Singh said.
The government yesterday released the much-awaited white paper, which makes a strong pitch for setting up the offices of the lokpal and lokayuktas, but carries no official estimate of the illicit money stashed by Indians abroad.u00a0The paper quotes figures released by different agencies.
