From mass housing scheme for economically weaker section (EWS) and low-income group (LIG) to the inauguration of Metro phase I and water transport - these are all set to become reality in 2022 in Navi Mumbai. mid-day reached out to Dr Sanjay Mukherjee, managing director and vice-chairman of CIDCO, about the projects.
Come January 2022 and nearly 5,000 flats - 1,800 EWS and 3,200 open - would be allotted under the lottery scheme. "We are in the process of constructing 1,05,000 residential houses under the Prime Minister Awas Yojana (PMAY) and projects registered with MahaRERA, with state of art facilities worth around R30,000 crore. The possession for the 5,000 flats would start from January 2022," said Dr Mukherjee.
The tenements, designed by architect Hafeez Contractor, are located at five locations - Ghansoli, Dronagiri, Kharghar, Kalamboli and Taloja. These Buildings will have amenities like internal roads, street lights, security cabin, society office, electrical substation, compound wall for additional security, play equipment in play area, rain water storage and organic waste converters, etc.

"CIDCO shall be the market maker and stabiliser, will set the standards and the price for the market and also provide shelter to first-time home buyers and those who cannot otherwise afford, by providing well-designed flats at an affordable price. The prices for these tenements would range from R15 to R30 lakh," he said.
With an aim to decongest the growing traffic and to boost better connectivity, CIDCO initiated the elevated Metro line under the ambit of Navi Mumbai Metro project, covering the 11-km stretch between CBD Belapur and Pendhar, Taloja almost a decade ago, but due to various engineering and contractor related issues, it got delayed.
"We are awaiting the last leap of inspection by the Commissioner of Metro Railway Safety (CMRS) and the required documentation part, as required for submission, is also taken care of by our operators Maharashtra Metro Rail Corporation Limited on behalf of CIDCO. We are hopeful that before the first quarter of 2022, this metro stretch will be operational," said Dr Mukherjee.
The work of Nerul passenger water terminal is now complete and ready for passenger transport operation and may start operations by the first quarter of 2022. Confirming the same, Dr Mukherjee said, "CIDCO has completed its part by constructing a jetty at Nerul and marina at Belapur, and the project cost is around Rs 150 crore. We are satisfied that the work could be completed within November 2021, the target date. The jetty at Nerul is a multipurpose jetty and it is a part of the ongoing development of a water transport project that the state government had already approved, and the work is under way at Ferry Wharf by Mumbai Port Trust and Mandwa."
The land acquisition and rehabilitation for Navi Mumbai International Airport Limited (NMIAL) project undertaken by CIDCO is complete, and the land development work and recoursing of Ulwe river and shifting of 220 KV and 110 KV Extra High Voltage Transmission (EHVT) lines passing through the upcoming airport area is complete.
Confirming the progress of work, Dr Mukherjee said, "Adani Airport Holding Ltd has already started the work at the site and has also issued notice to proceed to the main contractor L&T. The airport is estimated at around Rs 20,000 crore, of which CIDCO's share of R6,000 crore has already been done."
With an intent for development in Navi Mumbai Airport Influence Notified Area (NAINA), CIDCO is all set for future sustainable development in NAINA notified areas of 371 sq km of the land from Thane and Raigad districts, thereby restricting haphazard development around the upcoming NMIA.
"We are in the process of introducing different Town Planning Schemes (TPS) in NAIA notified areas, and as on 2021 end, NAINA has almost completed the TPS 1 internal development of widening the roads, and will soon begin the work for the next phase," said Dr Mukherjee.
NAINA areas will be well planned cities with education hubs, research and development, eco-tourism, entertainment zones etc, which will be well connected with the help of highways, railways and metro, and surely in future will facilitate the business and economic growth.
Dr Mukherjee said, "Post 1970, the last time the CIDCO master plan was reviewed was 2000, and it has not been reviewed since. We have hired Tata Consulting Engineers to carry out an extensive study on the existing master plan of CIDCO and make submission with a 30-year vision plan, so that the required changes can be gradually made, keeping in mind the future need of the population, with increase in the development happening around Navi Mumbai and Raigad district area."
Other infrastructure connectivity projects include the multi-lane expansion of Sion-Panvel highway till Mumbai Pune Expressway, Palm Beach Road extension to Ulwe-Uran and Mumbai-Pune expressway.
