Police on Monday registered an FIR against two unidentified persons after a video went viral on social media showing them tying and putting stray dogs into gunny bags in suburban Jogeshwari (West), reported news agency PTI.
According to an Amboli police station official, the FIR was registered after an NGO working for animal welfare lodged a complaint, reported PTI.
The duo has been booked under sections 34 (common intention), 511 (attempt to commit serious offence) read with 429 (mischief by killing or maiming cattle) of the IPC and relevant provisions of the Prevention of Cruelty to Animals Act, 1960, the official told PTI.
According to PTI, the video, shot on August 25, shows the two men tying and putting stray dogs into gunny bags.

The faces of the persons torturing the stray dogs are visible in the video and it will help in establishing their identity, said the official told PTI.
In another incident, four persons were arrested and 10 others are wanted for allegedly killing a 40-year-old man and injuring two, including a boy, in Mumbai's Chunnabhatti area in connection with an earlier police complaint against them, an official told news agency PTI on Monday.
On Saturday night, the accused had stopped Sajid Ali Qureshi and stabbed him several times as his brother had complained to the police against them earlier, the Chunabhatti police station official told PTI.
"The mob, which also comprised two women who are on the run, injured Sajid's cousin and a minor boy as well. Sajid died in the attack that took place in Qureshi Nagar, after which a case of murder, attempt to murder, rioting and other offences was registered," the official told PTI.
The official told PTI that four persons, identified as Fuzail Idrisi (19), Zaid Sayyed (20), Haleem Khan (55) and Haroon Qureshi (40), were arrested on Sunday, while efforts are on to nab 10 others, including two women.
Meanwhile, an offence has been registered against four employees of a hospital in Navi Mumbai for allegedly assaulting a woman contract worker at the facility, police told PTI on Monday.
The police on August 25 registered a case under sections 354 (assault or use of criminal force to woman with intent to outrage her modesty), 506 (criminal intimidation) and other relevant provisions of the Indian Penal Code for the incident that took place at a hospital in Nerul in March, an official told PTI.
