Percentage of congestion level means the extra travel time a driver has to spend for reaching from one spot to another over and above the time required in the normal and free-flow traffic situation.
A 50 per cent congestion level implies that on average, travel times were 50 per cent longer than during uncongested conditions. This means a 30-minute drive in free-flow condition will require 50 per cent more time, or 15 more minutes more to cover the same distance when congestion is at 50 per cent.
