Brihanmumbai Municipal Corporation (BMC), Mumbai's civic body, on Tuesday issued a statement saying that nullah-safai contracts will now be made more competitive in view of low response to recently invited bids. Thus, the condition that only contractors with 30% minimum prior experience has been changed to 20%. Similarly, the condition to have 90% financial capacity in 5 years has been changed to 60% in 3 years. Contractors may not even have their own material for nullah-cleaning.

The BMC got embroiled in controversy last year after corporators complained of graft in nullah-cleaning contracts. Two separate enquiries were conducted to indict the corrupt officials and contractors. With many contractors blacklisted, the tender notices for new contracts for the coming monsoon got very poor response. To increase the response, the BMC will now re-invite 41 tenders worth crores using these new rules.

For example, according to the old rules, a contractors needed to have experience of doing at least 30% of proposed work. That has been reduced to 20%. The condition to have own material has also been reduced.

Civic officials are confident that now more contractors will be able to bid, thus increasing competition
