Maharashtra Government to sanction new Development Plan before March 31

There's good news for citizens and developers - the state government will sanction the long-pending 2034 Development Plan (DP) and Development Control Regulations (DCR) before March 31.

For the residents who thought benefits of the new DP and DCR might be lost as their buildings are already under redevelopment, the BMC has plans to facilitate a smooth transition from 1991 DP approvals to 2034 DP applications. This will also mean getting permissions for projects with an additional benefit of Transfer of Development Rights (TDR) in the island city.

A smooth transition
The BMC-approved DP 2034, which has been sent to the state government for its sanction, is in final stages of verification and study. The new DP is likely to bring in more houses in the island city, as developers can load the TDR there, which wasn't possible earlier. This means if a developer has lost his right of construction owing to DP reservations, he is allowed to use the rights elsewhere.

Currently, the island city has an FSI of 1.33 and suburbs a base FSI of 1 and TDR of 1.

Further going the digitisation way, just like the auto DCR 1991 software, BMC has floated tenders worth R5 crore for developing a software that will be based on 2034 DP and DCR, wherein new projects will get approval as per the 2034 DCR, said civic officials.

A senior civic official said, "New projects can come up through this software. We have floated tenders anticipating that the DP will be sanctioned before March 31 and nobody has to wait for DCR 2034 to be put up. This will even help the ones under construction that wish to move to 2034 regulations; they can apply fresh and take permissions according to 2034 DCR." Sanjay Darade, chief engineer of DP department, said, "Once the tenders are finalised, work of software development will start."

A long wait
The DP 2034, the blueprint for city's infrastructural growth over the next two decades, has been long due, with the delay has causing confusion in the real estate sector, as several developers have been juggling between the 1991 DP and the new draft. Projects have been getting delayed, and some haven't even started, causing a drop in BMC's development revenue.
