Six-point agenda chalked out by Arup Patnaik within a day of taking over aims at a tougher, fitter and more open police force
BARELY a day after the city's new Commissioner of Police Arup Patnaik assumed office, the department got a to-do list for it to follow.

The no-nonsense police officer chalked up a six-point agenda (see illustration below) for his men, which was handed to all the zonal deputy commissioners of police (DCPs) in a late-evening meeting.
He asked all the DCPs to implement the points on the agenda with immediate effect.
The DCPs then called the senior police inspectors of every police station and passed on the message.
Known as a tough cop, Patnaik has called for preventive action for better policing and has asked his men to be tough on miscreants, anti-social elements and gangsters.

"He has unequivocally asked the force to be tough with criminals and not go slow on anyone," said a DCP, who was present at the meeting.
The mantra to success includes the point that senior inspectors should have direct communication lines with their respective DCP.
"He said no sensitive information should be withheld. It should be shared with a senior officer," he added.
Patnaik is known to have cracked the whip on the underworld during his stint as the deputy commissioner of police in the western suburbs.

Some of the points in the agenda have been shortlisted after years of experience, including being part of the 1991 Lokhandwala operation in which Dilip Buwa and Maya Dolas were killed.
No questions asked
It appears the rules of policing could be slightly changed with policemen dealing with criminals first and referring to the police manual later. The traffic in the city also featured in the priority list for the department with the police chief calling for better traffic management.
"Patnaik also wants his force to look smart and pay attention to their fitness levels," said another officer.
