PN Ranjit Kumar, postmaster general, Mumbai region, said, "More than an exhibition or a contest, this is a festival. Stamp contests are now very technical, with more than 200 rules used to judge them. Through this festival, we want to encourage and invite people, who are not into stamp collection, to participate. We have also organised elocution and painting competitions for school children."
